The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Quality Management Manager (QM Manager). DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.
Essential Duties and Responsibilities include but are not limited to:
• Managing the receipt, research, documentation, and resolution of quality-of-care issues utilizing standardized processes including tracking and trending of quality issues, ensuring appropriate corrective actions and process improvement actions; tracking, trending, and monitoring status of cases ensuring accurate and timely completion and appropriate referrals to local, state, and federal agencies
• Managing oversight responsibilities for the provision of quality health care in compliance with federal, state, and DD quality management requirements; providing leadership and fulfilling monitoring and oversight responsibilities relating to the integrated programs
• Ensuring the delivery of quality care to DDD members through the provision of standardized quality monitoring for all required services and service sites in accordance with required time frames including issuance of deficiencies, approving and monitoring of corrective actions plans and the provision of education and technical assistance for providers
• Leading the QM team in participation of operational reviews, technical assistance, and focused studies/reviews ensuring compliance with contractual and policy requirements; monitoring follow-up on written reports, corrective action plans, notices to cure and sanctions as appropriate; and performing other job related duties
• Overseeing the development of reports and analyzing data relating to quality metrics as determined by the Quality Management Staff and Committees such as Central Office Quality Oversight Committee, Peer Review Committee, Credentialing Committee, and as delegated by the Chief Quality Officer
Knowledge of:
• Quality management and quality care principles and best practices; applicable laws, rules, policies, procedures, contracts, Arizona Health Care Cost Containment System (AHCCCS), Centers for Medicare and Medicaid and Department of Health Services (DHS)
Skill in:
• Analyzing problems and developing effective plans for corrective action
• Assessing, reviewing, and/or analyzing situations and/or data
• Project management to meet goals and deadlines
• Continuous improvement and financial accountability
Ability to:
• Relate with multi-level of employees and organizational personnel
• Write reports and policies for program improvement
• Plan and organize complex work and complete reports based on data, and documents in an accurate, clear, and profession
