About the role

For more than 55 years, Family Health Centers of San Diego’s (FHCSD) mission has been to provide caring, affordable, high-quality health care and supportive services to everyone, with a special commitment to uninsured, low-income and medically underserved persons.

FHCSD is one of the top 10 largest federally qualified health centers (FQHCs) in the country. We operate more than 90 sites across San Diego County, including 29 primary care clinics, 23 behavioral health facilities, 10 physical rehabilitation clinics, nine dental clinics, five vision clinics, four outpatient substance use treatment programs, three mobile medical units, two mobile counseling centers, two urgent care centers, and a pharmacy.

Our staff provides care to over 227,000 patients each year, of whom 91% are low-income and 29% are uninsured. FHCSD provides care to all. Services include, but are not limited to adult care, chronic disease management, pediatrics, comprehensive women’s care including obstetrics, dental, vision, case management, physical rehabilitation, speech therapy for children, vaccinations, infectious diseases, behavioral health, substance use counseling and a host of specialty services including cardiology, podiatry, endocrinology, dermatology, among others.  FHCSD also offers supportive services to those who are unsheltered and in need of intensive case management.   

The breadth of our clinic locations, services and programs has grown over the last five decades, making us the largest community clinic provider of health care to the uninsured in the county and one of the top 10 largest community clinic organizations in the nation. We are also the largest health care safety-net provider, largest school-based health care provider and the largest mental health provider in the San Diego region.


Job Roles

  • Coordinates internal and external design review.
  • Demonstrates exceptional interviewing skills to elicit project requirements that deliver to expected project outcomes. Mentors interviewing skills (business analysis) to lower level staff.
  • Develops and maintains code and integrates software components into fully functional software systems and/or components. Uses proper development methodology or approach to best deliver solutions based on business need.
  • Develops, documents and maintains architectures, requirements, algorithms, interfaces and designs for software systems.
  • Leads peer reviews of work products derived from requirements specifications to ensure that the requirements were interpreted correctly.
  • Manages assigned projects, including vendor management, team leading, meeting deliverables, and other project management tasks. Manages changes using an effective change control processes and tools.
  • Mentors and guides lower level staff; provides staff development in formal and informal settings. Serves as a role model for lower level staff.
  • Performs other duties as required.
  • Performs unit, integration testing, and updates the TFS with release notes.
  • Uses essential protocols including HL7 and ASCX12N. 

Requirements:

  • 3 years experience in computer application system design, development, and implementation and/or comparable demonstrable advanced skills.
  • Bachelor's degree in Computer Science, Information Systems, or closely related field required.
  • Experience using Microsoft SQL Management with expert level knowledge of writing queries to perform basic function, creating and maintaining Stored Procedures, Functions, and Views required.
  • Experience using Source Control and Bug Management systems. Microsoft Team Foundation Server preferred.
  • Experience using third party tools such as Telerik ASP.NET AJAX, Telerik Kendo required.
  • Microsoft Certified Professionals strongly preferred.
  • Or equivalent combination of education and experience that provides the skills, knowledge and ability to perform the essential job duties, and which meets any required state or federal certification requirements.
  • Web Application Development Experience using Microsoft Technologies, VS 2012, SQL Server 2012, required.


Experience/Specialized skills (including Language)

  • Ability to clearly communicate computer concepts to users of all computer literacy levels, in order to effectively gather and document organizational and user requirements, explain & teach application system features, and perform problem resolution, user assistance and training.
  • Ability to effectively perform duties under stressful and time-sensitive conditions with tight deadlines.
  • Ability to work well in both a team-based environment and independently. Ability to mentor and guide lower level staff in a team-based environment.
