About the role

AVER is seeking a Federal Facilities Project Manager with experience in construction or real estate to support a key DHS client. This candidate shall support this federal agency by overseeing every phase of a facilities and/or construction project from initiation to close out.   • Responsible for project planning and development, oversight of project real estate and environmental requirements, management of risk, project communication management, tracking the progress of the project scope, configuration management, budget and schedule management, and contract RFP review
  • Track and report progress of alterations, construction, quality of work and materials for each Project, and will validate conformity with project drawings, specifications, and good practices
  • Assist the Government in conducting site visits, conducting project evaluations, developing project requirement documents (PRD), Statement of Work (SOW), or Performance Work Statements (PWS), and managing the inputs required for successful project completion
  • Assist the Government in the preparation of Market Research, Determination of Findings, and Analysis of Alternatives (AoA) documentation. Market Research and AoA documentation must consist of industry research and analysis of a minimum of three (3) vendors who can meet the criteria required
  • Provide oversight and technical support on construction sites and project inspections 
  • Support the Government by reviewing and consolidating all final project closeout documentation to include as-builts, Operations and Management (O&M) Manuals, CAD files, and any additional documentation available to the Government that finalizes the project
  • Manage, track, and report on the required funding and the budget for the initiative, project, or task in the individual’s purview
  • Support the PMO by monitoring maintenance work and tracking the completion, assisting the Government in developing repair solutions for facilities, and developing task and project documentation as required
  • Provide assistance in the development of a variety of acquisition-related program-supported business documents in accordance with U.S. Army Corps of Engineers (USACE), Federal Aviation Administration (FAA), General Services Administration (GSA), Homeland Security Acquisition Regulation (HSAR), and Federal Acquisition Regulation (FAR) regulatory requirements, and applicable policies, procedures and/or Federal directives
  • Develop requirements documentation meeting all applicable agency and federal requirements and deliver such documentation to the Government for review and submission to Procurement
  • Assist in the preparation of Independent Government Cost Estimates (IGCE) and lifecycle costs for acquisition and program support requirements
  • Conduct the necessary research and analysis of the current market and other agency purchases of similar products and services, review historical prices, perform comparative analysis to similar programs, and obtain pricing data to facilitate the development of realistic program costs
Education Requirements:      
  • Bachelor’s Degree required
Experience Requirements:     
  • 5+ years of experience working as a project manager in construction management, facilities management or building management is required
Desired Requirements:     
  • Project Management Professional (PMP) certification
  • Minimum OSHA 10-hour training
  • Construction project management experience
  • Experience with IBM TRIRIGA and SAP
  • Organizational, communication and relationship management skills
Location: 
  • Hybrid (One day onsite in Laredo, TX) 
Security Requirements:      
  • Must be able to obtain and maintain a Public Trust clearance
  • This role supports a government agency which requires U.S. citizenship
