Position Title: Project Manager - Construction
Reports to: Operations Manager
Location: Silver Spring, MD
Employment Status: Full-Time
Schedule: Monday-Friday, core hours 8:00am to 5:00pm
FLSA Status: Exempt
Contract Period of Performance: 6-month base + 4 option years.
Position Summary: : Aldevra is currently seeking a qualified Project Manager to support the General Services Administration (GSA) White Oak Field Office in Silver Spring, MD and its staff to develop Scopes of Work, Independent Government estimates, procurement documents, and perform construction management of projects involving mechanical, electrical, architectural, structural equipment, spaces and components on White Oak campus. This position is contingent upon contract award.
DUTIES AND RESPONSIBILITIES
The essential functions include, but are not limited to the following:
- Support the GSA White Oak Field Office in construction and repair/alteration projects and operation & maintenance activities.
- Develop Scopes of Work, Independent Government Estimates (IGEs), and procurement documents.
- Perform construction management for mechanical, electrical, architectural, and structural systems.
- Interpret and review construction/site drawings (AutoCAD, SketchUp).
- Lead inspections and provide regular status updates and reports.
- Collaborate with FDA, USAF, and GSA stakeholders to resolve project issues.
- Track budgets and manage procurement documentation.
- Use tools such as Microsoft Office (Project, Outlook, Teams), BlueBeam, KAHUA, and RS Means.
- Must comply with OSHA, NFPA, ABAAS, NEPA, NHPA, and GSA safety/environmental standards.
- All other duties as assigned.

Requirements
Security Requirements:
- Must pass HSPD-12 background investigation.
- Access eligibility for both FDA and USAF campuses at White Oak.
This position requires passing an extensive background check.
Qualifications:
- Bachelor’s degree in Engineering with construction and project management experience
- Minimum 10 years’ experience managing projects up to $250,000 in budget
- Familiarity with Value Engineering and government acquisition regulations (FAR, DFARS, GSA policies)
- Strong interpersonal and communication skills
- Valid driver's license
- Excellent and accurate written communication
- Familiarity with Windows operating systems; online calendars and cloud systems; intermediate to advanced skills Microsoft office products required
