Organizational Context and Scope

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to thousands of refugees each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Mobility Pathways and Inclusion (DMPI), specifically the Resettlement and Movement Management Unit (RMM), has the organizational responsibility to provide direction, oversight, and guidance to IOM’s global support to all resettlement programs. 

Under the United States Refugee Admissions Program (USRAP), Resettlement Support Centers (RSCs) provide critical support and processing assistance for resettlement to the US. Under the terms of the Memorandum of Understanding (MOU) with the US State Department Bureau for Population, Refugees and Migration (PRM), IOM is responsible for implementing Resettlement Support Center (RSC) functions in PRM-designated locations. These activities include supporting visiting US Citizenship and Immigration Services (USCIS) officers, facilitating security and medical screenings, providing information about arriving individuals to resettlement agencies in the US and offering Cultural Orientation (CO) training to individuals departing for the US.

The position will initially be based in Washington DC, with subsequent relocation required according to programmatic requirements. 

Under the overall supervision of the Project Manager, RSC, and direct supervision of the Deputy Project Manager, RSC, and, in coordination with the Information Management and Technology Unit, the successful candidate will have the following duties and responsibilities:

1. Supervise all RSC data integrity activities, including, but not limited to, reporting, data quality assurance, risk management, and application and tool management. In this capacity, oversee hiring, providing training, assigning duties and giving feedback to personnel on their performance on a regular basis to ensure high quality work and the accurate completion of data integrity duties.
2. In coordination with the RSC Project Manager, act as the technical focal point with the Refugee Processing Center (RPC) in Arlington, VA, supporting database improvements and transitions. Oversee quality control of RSC data entry into START, maintain web-based quality assurance tools for real-time verification, and troubleshoot access issues during circuit rides or deployments.
3. Develop and manage reporting and analytics tools for projections, quality control, budgeting, and staffing resource planning. Prepare monthly departure projections, generate and circulate automated reports using Tableau and other RPC-approved tools, monitor report usage, and ensure reporting standards through audits and staff training. Liaise with RPC Data Analytics team to standardize reporting and validate business cases for new reports.
4. Oversee the quality control of RSC data entry into START. Maintain a web-based quality assurance application for real-time verification of data entry by staff. Ensure efficient processing of urgent and sensitive cases and troubleshoot START access problems during RSC circ
