Project Controls Director

Overview

The Infrastructure & Design team is seeking a Project Controls Director who will serve the Infrastructure & Design Division as an experienced program manager who is passionate about systems improvement. The Project Controls Director will work across the teams of the Design, Construction Management, Structures, and Public Improvement Commission to implement best practices for project management across all divisions. The Project Controls Director will work closely with the Finance and Budget team and will include oversight of policies and compliance with department contracting strategies, budgeting and invoicing, and project documentation.

Responsibilities

• Works closely with Division Heads to develop contracting strategies that enable capital and maintenance program implementation within available schedules and budgets, including but not limited to:
• Annual maintenance of roadways, sidewalks, bridges, footpaths, and staircases
• Implementation of safety and mobility projects
• ADA improvements such as curb ramps
• In partnership with the Capital Projects Design Director and the Chief Engineer of Construction, create an annual work plan for construction which includes coordination with planned utility construction.
• Provides oversight of construction project documentation, ensuring compliance with best management practices.
• Creates processes, tools, templates, and other project management resources and trains people on how to use them. 
• Supervises a team of administrative professionals to support the Infrastructure and Design Division.
• Works with Division Heads to train project managers to ensure adherence to scope, budget, and schedule. 
• Assists in solving problems at all stages of the project delivery process, from procurement to construction management documentation. 
• Tracks and analyzes all available contracts to prioritize and plan pipelines of work and ensure adequate funding streams. 
• Leads meetings and reviews documents to ensure that projects and programs stay on track.
• Performs other duties as needed.
• Performs related work as required.

Minimum Entrance Qualifications

• Eight (8) years must have been in project management roles of complex infrastructure projects.
• Experience managing the public sector and projects is desirable. 
• Bachelor's or Master’s Degree in Engineering strongly preferred. 
• Registered Professional Engineer (PE) or Certified Construction Manager (CCM) is preferred. Strong familiarity with Complete Streets, Safe Systems, and Vision Zero preferred. 
• Experience with data analysis and GIS tools is strongly preferred.
• Demonstrated experience in managing people, projects, and budgets.
• Knowledge of how to manage, implement, and evaluate a diverse set of programs with an eye toward data collection and continued improvement. 
• Familiarity with city of local government operations. 
• Ability to create and implement a strategic plan.
