Position Overview:
This position is accountable for annual and multi-year program development/monitoring, coordinated urban transportation planning, data collection for transportation facilities, traffic counting/forecasting, and construction cost estimates.

Essential Functions

• Plans, organizes, directs, and controls the varied activities of the Programming section.
• Coordinates the Programming section’s work with all other sections in the Bureau of Program Development, as well as other district staff and related Central Office personnel.
• Assigns, trains, motivates, and evaluates subordinate personnel.
• Formulates and monitors current and long-range programs.
• Supervises the coordination of the urban planning process for urbanized areas.
• Ensures compliance with departmental safety rules.
• Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
• Performs other duties as assigned.

Minimum Qualifications

• Current registration as a Licensed Professional Engineer in the state of Illinois.
• Five years of experience in civil engineering.

Preferred Qualifications

• Ability to direct the work of other engineers and technicians.
• Extensive knowledge of the principles and practices of civil engineering.
• Extensive knowledge of modern methods and techniques as applied to the design, construction and maintenance of public works.
• Ability to develop and maintain cooperative relationships with departmental staff, external contacts, and the public.
• Excellent oral and/or written communication skills.
