The Unaccompanied Children Long Term Foster Care Program provides a safe and secure placement to Unaccompanied Children (UC) who following an initial placement in an ORR/DUCO care provider facility, and after efforts for the safe and timely release indicated that no sponsor is willing or able to care for the UC, and the UC is expected to have a protracted length of time in ORR care. Working in collaboration with the federal Office of Refugee Resettlement, ORR, our program provides a safe and nurturing environment for youth in licensed foster homes in the community. We provide therapeutic, medical and educational services, as well as other supports that youth need to achieve success through an array of strength-based and targeted interventions as we link them with family members and/or other sponsors in the United States. About the Role:

The Program Supervisor oversees the delivery of quality services to Unaccompanied Children in the LTFC program. A key responsibility is the review and oversight of referrals, admissions, case documentation and placement of each child in the program. The Program Supervisor ensures all reports meet high standards of quality and compliance, providing guidance mainly to CM and CL  but toother program staff as needed. The Supervisor also leads the overall management of the LTFC program under the supervision of the VP of Case Management and Clinical and VP of Residential Services and in collaboration with the heads of the home finding, medical, and therapeutic departments.

Responsibilities

 

• Directly oversee the Case Manager, Clinician and Behavioral Support Specialist for the LTFC program and provide weekly supervision. 
• Work closely with the management team of medical, home finding and therapeutic services to ensure delivery of quality services by each staff member of the LTFC program.

• Tracking compliance and quality assurance of all aspects of the program. Prepares the program for audits accordingly. 

• Maintains regular communication with and coordination of services with other members of the multidisciplinary team. 

• Participates in treatment team meetings and other meetings pertaining to the needs of the youth in the LTFC program. 

• Maintains knowledge of issues affecting UC youth. Guide the clinician in completing Individual Crisis Management Plans, Behavioral Plans and Safety plans as needed. 

• Review all cases before they are submitted to ORR for release. 

• Facilitate team meetings and trainings. 

• Completes ORR reports and tracking grids on a weekly basis. 
• Ensures all program staff are in compliance with all mandates as required by ORR. 

• Ensure the CM/CL/Behavior Support Specialist develop and maintains contact with youth and their service providers for medical, social, educational, and other related service needs in the community. 

• Ensures that children are represented at their court hearings and that information is provided to their legal service provider for their legal representation of the children. 

• Oversee the discharge and release functions to ensure that each youth has a safe and appropriate discharge plan. 

• Ensure all ORR, OCFS, and Education mandates and requirements are consistently met. 

• Provide coverage for the case manager or clinician during their absence. 

• Work some evening and weekend hours as needed. 

• Performs other duties as assigned. 

Qualifications

• Master’s Degree in Social Work, Mental Health Counseling or other relevant behavioral science; 
• Supervisory experience and must be licensed to provide clinical services in NY 

• Bi-lingual (English/Spanish) and cultural competence is a must. 

• TF-CBT experience a plus. 

• Experience working with traumatized/explo
