Swingtech is currently looking to fill a Program Manager/Subject Matter Expert (SME) role. Responsibilities & other details are listed below:
Job Description:
The Program Manager/Subject Matter Expert (SME) will oversee all aspects of program execution, providing strategic leadership, expert guidance, and technical direction to ensure the delivery of high-quality services to the client. This role requires extensive experience in program management and deep subject matter expertise. The Program Manager will work closely with senior leadership and stakeholders, establishing and maintaining strong working relationships to ensure that the program goals are met within scope, schedule, and budget.
The Program Manager will be responsible for creating and maintaining program management plans, including risk management, resource allocation, and communication plans. The individual will ensure all deliverables meet quality standards and are compliant with all relevant regulations and policies.
Key Responsibilities:
- Provide subject matter expertise, program management, and program analysis to support the Stakeholder Management Support Services project.
- Provide strategic advice, technical guidance, and expertise to program and project staff. This includes the ability to analyze complex problems, develop recommendations, and implement improvements or optimizations to address client-specific or mission-critical challenges.
- Supervise studies, lead data collection efforts, and analyze data to provide informed solutions and recommendations.
- Collaborate closely with clients to define needs, identify problems, and create actionable plans for resolution.
- Serve as a primary point of contact for the customer, with oversight responsibility for contract activities, deliverables, and personnel.
- Provide oversight of all aspects of the contract, ensuring timely completion and compliance with contract objectives.
- Ensure Cost Forecasting for the project, tracking expenditures, providing cost estimations, variance analysis, and performance reviews in a timely and accurate manner.
Qualifications:
- A Master of Arts (MA) or Master of Science (MS) degree in a business-related field.
- At least 10 years of Program Management experience and a PMP certification, including prior work on contracts of similar scope and value.
- Demonstrated Cost Forecasting experience and the ability to provide accurate and comprehensive cost analysis and tracking.
- Must possess a TS-SCI clearance.
Additional Requirements:
- The Program Manager and all designated alternates must have full knowledge of the project and cannot be replaced without prior approval from the customer.
- Must provide monthly status reports and attend Program Management Reviews (PMRs) to monitor project progress.
- Availability for consultation between 0830 and 1700 EST, Monday through Friday, and must respond to inquiries within 4 hours.
- On-site presence may be required as per contract requirements and deliverables.
