What You Will Do:
We are searching for a Program Operations Program Manager to support the National Institutes of Health (NIH).  This person will be responsible for overseeing program operations and working closely with their counterparts in the other functional areas of the program. This role requires advanced expertise in health services, social sciences, economics, or behavioral research, and a proven track record of managing projects of similar scope and scale within federal agencies or organizations. This is a full-time, on-site opportunity in Bethesda, MD.  

  • Lead and manage program operations via a structured, transparent, and adaptable methodology and standard project management tools, while ensuring all contractual deliverables are met. 

  • Collaborate with the other functional teams.

  • Develop and manage program management documentation such as a stakeholder engagement plan, program assessment plan and approach, data retention plan, study close-out plan, etc.

  • Assemble and manage teams, overseeing their performance and deliverables, maintaining compliance with federal procedures and standards.

  • Communicate clearly and professionally with team members and stakeholders.

  • Manage production and delivery of all communications, artifacts, and deliverables.

  • Responsible for critical areas of functionality and operations, such as security and data linkage.

  • Oversee the design, preparation and hosting of webinar sessions.

  • Ensure current, relevant data is accurate, publicly available and displayed correctly.

  • Monitor program progress through various methods.

  • Assist researchers of NIH-funded studies on accessing internal data submission tools and follow-up actions.


What You Will Need:

  • Ph.D. in health services, social sciences, economics, behavioral research or related field.

  • At least SIX (6) years of leadership experience on programs, projects or tasks of similar size and complexity, with at least TWO (2) years managing projects of similar scope and scale.

  • Demonstrable experience leading tasks for federal agencies or organizations.

  • Deep knowledge of federal procedures and standards related to program operations.

  • Strong technical background in program operations.

  • Excellent communication skills in English, both verbal and written.

  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.


What Would Be Nice To Have:

  • Knowledge in technical areas such as end user support, data transfer, scaling technical cloud infrastructure, SaaS, etc. would be valuable.

  • Understanding the NIH structure and some of the data-centric programs would be beneficial.

The annual salary range for this position is $113,000.00-$188,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
