Program Manager - Design & Construction

The Program Manager, Design & Construction serves as primary point of contact for the Design & Construction (D&C) team to internal and external partners and leads D&C resource planning and manages contract personnel, onboarding and training in systems and processes related to KPI tracking and reporting, vendor contracting, building access and construction protocols. The Program Manager collaborates with PMO to reinforce department policy and procedure, maintains positive working relationships and supports new business development for external partners such as project management, architect, construction, consulting, furniture and technology firms.

The Program Manager, Design & Construction:

• Leads D&C resource planning and manages contract personnel, onboarding and training in systems and processes related to KPI tracking and reporting, vendor contracting, building access and construction protocols. Collaborates with PMO to reinforce department policy and procedure.  Maintains positive working relationships and supports new business development for external partners such as project management, architect, construction, consulting, furniture and technology firms.  Participates in the ongoing maintenance of the GWx Standards & Guidelines. 
• Leads the REPM LEED program; work with internal and external partners to evaluate all projects for LEED certification, provides oversight and support to all in-flight LEED (or other sustainability certification as applicable) projects, and manages reporting of Vanguard’s portfolio certification status.
• Proactively assesses D&C Team and stakeholder needs through strategic consultation. Ensures capital project priorities are effectively established and articulated. Develops approaches for D&C Team services and deliverables.  Presents recommendations to key GWx decision makers for review/approval/implementation. Sets implementations in motion. Manages complex relationships with stakeholders.  Tracks capital projects and initiatives, contributes to GWx business planning activities, and drives continuous improvement through strategic and consultative guidance.
• Enables capital project execution and navigation of all aspects of GWx (Strategy, Real Estate & Project Management, Governance, Operations, and Sustainability), as well as procurement, security and telecom stakeholders.  Enables D&C Team understanding of key enterprise initiatives and changes.  Enables external team understanding of policy and procedure.   
• Resolves complex issues related to GWx services or processes.  Drives the development and implementation of potential solutions to meet stakeholder needs.  Ensures conflicting stakeholder requirements are mediated appropriately. Leverages GWx experience and internal network to determine creative solutions for projects, often requiring cross-functional collaboration and cross-team ownership. 
• Participates and/or leads in special D&C projects and initiatives projects and performs other duties as assigned.

What it takes:

• Minimum of five years related work experience.
• Strong organizational skills required.
• Undergraduate degree or equivalent combination of training and experience required.
• Construction project management experience is beneficial, but not required.
