Description
Noblis is seeking Program Management Specialists to support the Federal Aviation Administration (FAA) Air Traffic Systems and Surveillance Services directorates within the Program Management Organization (PMO). Employees will serve as a non-technical subject matter expert, providing managerial or domain knowledge of the FAA or Federal government, particularly in diverse operational and geopolitical environments.
Responsibilities
- Support all aspects of program and project management, including planning, developing, organizing, coordinating, and conducting ATO organizational activities.
- Ensure FAA operational policies, processes, and program elements are integrated and documented.
- Provide expertise in FAA or federal government processes, including specialized applications and systems.
- Design, develop, prepare, and review management and technical reports and presentations.
- Manage project or task activities as directed, ensuring deliverables are met on time, within budget, and with sufficient quality.
- Interface with government management personnel, contractor managers, and customer agency representatives to ensure effective communication and coordination.
- Facilitate meetings, ensuring clear communication and effective decision-making.
- Apply critical thinking and analysis skills to solve complex problems and make informed decisions.
- Provide advisory and analytical support for developing strategies, planning, and implementing activities to drive organizational improvements.

- Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.
- Proven experience in program and project management, preferably within the aviation or federal sectors.
- Strong organizational, critical thinking, and analysis skills.
- Exceptional oral and written communication skills.
- Excellent interpersonal and meeting facilitation skills.
- Ability to interface effectively with government management personnel, contractor managers, and customer agency representatives.
Educational and Experience Requirements
Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.
Senior-level
- Minimum of 20 years’ experience with bachelor's degree.
- Master’s degree in any field (e.g. MS, MA, MBA) counts for three years of experience.
- PhD counts for additional three years of experience.
- Compensation Ranges - Oklahoma: $130,590 – $224,440
Mid-level
- Minimum of 10 years’ experience with bachelor's degree.
- Master’s degree in any field (e.g. MS, MA, MBA) counts for three years of experience.
- PhD counts for additional three years of experience.
- Compensation Ranges - Oklahoma: $108,090 - $168,910
Desired Qualifications
- PMP Certification is highly desired but not required.
- Ability to work both independently and as part of a team; Proactive, solution-oriented, with exceptional time management skills.
- FAA experience highly desired.
