Position Overview
The Illinois Department of Transportation is seeking to hire a Motor Fuel Tax Auditor. Under general supervision, assists in performing complex, technical, financial, and integrity reviews of LPAs MFT programs as to their compliance to the Illinois Highway Code and department policies; assists in formulating MFT audit plans and assists in the design and development of new and existing procedures; assists in compiling and analyzing data; provides input to prepare reports, summarizes the work performed, details the findings and discrepancies, and develops recommendations for correcting the deficiencies; and conducts entrance and exit conferences with the LPA’s as required. To facilitate the performance of these responsibilities the incumbent will work as part of an audit team performing audits statewide to meet the GAGAS. Audits may be conducted on-site or throughout the state which may require frequent overnight stays and may be scheduled to accommodate officials who’s regular employment may preclude meeting during normal working hours.
Essential Functions
- Conducts on-site fiscal analysis and compliance audits related to the Local Public Agencies’ (LPAs) Motor Fuel Tax (MFT) program.
- Prepares detailed comprehensive audit work papers documenting audit testing, statistical sampling, and all other pertinent information related to the audit.
- Prepares draft audit reports in accordance with established departmental MFT audit programs and procedures which detail irregularities or non-compliance with departmental policies and appropriate state statutes.
- Participates in the design and development of new and existing integrity analysis, compliance verification, and audit procedures.
- Prepares for and conducts the entrance conference to outline the audit with the LPA.
- Aids in supplying detailed information to management or other governing bodies as required regarding the analysis methodology used, professional principles concepts and procedures involved to conduct the audit, and development of the findings.
- Attends training classes provided by the agency and reviews available periodicals and publications pertaining to the audit profession.
- Performs other duties as required or assigned which are reasonably within the scope of the duties stated above.
Minimum Qualifications
- Knowledge, skill, and mental development equivalent to a bachelor’s degree preferably with major course work in accounting or business administration.
