Job Summary:The Program Administrator II position provides leadership and supervision of senior Investigators in the investigations unit. This position is accountable for the day-to-day oversight/monitoring of investigations.
Recruits staff, provides performance feedback and conducts performance evaluations The position is also responsible for ensuring that principles of Total Quality Management (TQM) are implemented and that services to the public are continuously improved and delivered in a professional manner.
Responsible for the timeliness and quality of work products and effectiveness of the department.
Job Duties:• Reviews work products of direct reports; evaluates work and formulates plans for improvement. Resolves problems and questions presented by staff regarding work processes, policies, organization or methods. Establishes and maintains work standards, procedures, methods and rules for the monitoring unit. Supervises Investigations of Senior Investigators
• Supervision and Manages Senior investigators including hiring, training, coaching, and performance evaluations. Devises a timetable, schedule, or agenda for achievement of work objectives, completion of projects, or development of changes in work processes. Directs, instructs, and counsels direct reports who carry out tasks requiring considerable judgment or creative effort
• Gives and receives information requiring considerable judgment and authority regarding the Nurse Practice Act by telephone or direct contact. Confers with agency officials, staff members, and outside agency representatives in order to assign priorities for the planning of future activities
• Continuously evaluate and identify opportunities to drive process improvements that positively impact the customer’s experience. Participate in process improvement projects by lending your expertise and assistance to promoting and implementing initiatives to improve business processes
Knowledge:
• Leadership & managerial knowledge, knowledge of information/data processing programs and information systems, knowledge of public sector systems. Legal: knowledge of Nurse Practice Act; state/federal statutes and rules relating to the practice of nursing, including administrative law and judicial procedures Administrative; knowledge of the Arizona Department of Administration/Human Resources (ADOA) policies and procedures, knowledge of business administration, principles of leadership, and management and supervision. Operational: Knowledge of human resource management and group dynamics; effective conflict resolution; principles of negotiation; assignment; delegation techniques; Understanding/application principles of TQM and knowledge of federal requirements affecting the practice of nursing and the practice of nursing assistants as it relates to the delivery of healthcare.
Skills:
• Above average skills in communicating complex laws/rules to licensees and public; advanced leadership and management competencies and critical thinking/decision making. These skills are needed in order to facilitate the day-to-day operations of the investigations department and to formulate responses and solutions to complex regulatory issues.
