Job Duties

Sitter & Barfoot Veterans Care Center; named for two Medal of Honor recipients – Colonel Van Barfoot and Colonel Carl Sitter – provides the gold standard in quality care for Virginia’s Veterans. This single-level facility features 200 single-occupancy rooms across four nursing units.

The Procurement Officer provides administrative and operational support for the facility through the procurement of equipment, supplies, and services to support the agency mission, goals and objectives.

Job Duties Include:

Frequent contact with agency management, vendors, other state agencies, and procurement customers.
Research and purchase goods and services in accordance with requested need and within COVA regulations, policies and procedures.
Serve as the custodian for the facilities small purchase gold credit card. Review and reconcile purchases on the card, research and resolve discrepancies as needed.
Remain knowledgeable on procurement/purchasing regulations.
Maintains appropriate documentation of purchases, contracts, etc. in accordance with federal and state procedures.

Minimum Qualifications

Knowledge and understanding of COVA accounting and procurement policies, procedures, and systems, to include Cardinal, E-VA, SWAM, etc.
Ability to communicate effectively with team members and customers to ensure successful procurement activities.
Ability to handle multiple tasks, establish priorities and meet rigid deadlines.
Skilled in the use of Microsoft Office Suite software applications.
Must possess or be able to attain Virginia Contracting Associate (VCA) certification within 6 months of hire.
Must have excellent customer service skills.

Additional Considerations

Considerable knowledge of negotiation strategies.
Experience working in long-term care/skilled nursing or adult geriatric setting preferred.
