The Payroll Specialist is responsible for managing and executing all aspects of the payroll process, including ensuring compliance with payroll laws and regulations, verifying that employees are paid on time and correctly, maintaining and updating employee payroll records, handling and resolving payroll-related inquiries from employees, validating and confirming reports, and by providing exceptional service to employees regarding payroll matters.

About the Human Resources (HR) Division:
The Human Resources (HR) division provides overall policy direction on human resources management and administrative support to all staff. It oversees various actions to develop the human capital and talent of Harris County Juvenile Probation (HCJPD). This division is responsible for recruitment, hiring, benefits, compensation, organizational development, employee relations and training. HR plays a strategic role in business management and the fostering of a positive workplace culture, which contributes significantly to HCJPD’s overall success.
Position Overview:
The Payroll Supervisor functions as a Payroll and Benefits Liaison for designated work-groups within the organization and will also be working with other Harris County Departments. The Payroll Supervisor will provide auxiliary assistance to the Payroll Manager and maintain effective working relationships with all levels of management.
Duties and Responsibilities:
- Accurately enters time and other payroll record keeping information into the Harris County DTE System on a daily basis to meet designated deadlines. Reviews payroll reports to identify and resolve discrepancies. Corrects and processes payroll errors and resolves payroll discrepancies. Produces payroll reports as needed.
- Leads, trains and supervises the Payroll Specialists and ensures that they are productive and fulfilling their job duties.
- Processes paperwork associated with hiring, terminations, salaries/level increases preparation, incentives, work schedule, direct-deposits, W-4, name changes, leave status, position changes, etc.
- Assists new employees with completing insurance selection, beneficiary changes, add/drop dependents in STARS; In addition to sending email notifications to payroll specialists relating to cut off dates for new employees. Assists with special requests from the Harris County Benefits department.
- Participates in New Employee Orientation regarding Payroll procedures and Employee Benefits. Completes necessary documentation for budget approvals relating to JPO/JSO/Bilingual incentives.
- Provides a timely response to employment verification requests and maintains the open position report.
- Support internal and external audits. Responds to requests relating to employee records, time sheets, or other pertinent information during audits or as needed. Also, provides timely resolutions and assistance.
- Provides guidance related to STARS, Harris County Self Portal, agency intranet and the Harris County payroll policies and procedures.
