Job Summary

The HR Payroll Administrator plays a critical role in supporting Mesa’s employees by ensuring payroll is processed accurately, on time, and in full compliance with all applicable federal, state, and local regulations. This role supports both Payroll and Human Resources functions and serves as a key partner to HR, Accounting, and leadership. The HR Payroll Administrator upholds Mesa’s ADAPT values in all aspects of the role by proactively addressing payroll issues, following disciplined processes and internal controls, taking ownership of payroll accuracy and data integrity, maintaining high standards of service, and handling sensitive employee and payroll information with discretion, integrity, and professionalism.

 

Essential Duties


Process bi-weekly payroll for hourly and salaried employees across multiple states.
Process off-cycle payrolls, including final paychecks for terminations, in accordance with applicable state wage payment laws.
Prepare and issue manual checks when required, ensuring proper approvals, documentation, and audit trails are maintained.
Review and audit timecards, pay rate changes, bonuses, stipends, reimbursements, and deductions to ensure accuracy and compliance.
Maintain accurate payroll records, including wages, taxes, benefits deductions, garnishments, and leave codes.
Maintain a minimum payroll accuracy rate of 99%, measured by error-free payroll runs and timely correction of discrepancies.
Ensure payroll practices comply with FLSA, state wage and hour laws, and Mesa policies.
Research and resolve payroll discrepancies in a timely and professional manner.
Prepare payroll reports for HR leadership and Accounting.
Support year-end payroll activities, including W-2 preparation and audits.
Assist with internal controls and audit documentation related to payroll processes.
Monthly BLS Reports
Any project directed by the HR Employee Manager or HR Supervisor
Tax set-up for new hires, terminations, job changes, and compensation updates in Paycom.
Maintain employee records in compliance with Mesa’s record retention and confidentiality standards.
Support benefits administration by ensuring accurate payroll deductions and timely updates.
Assist with tracking and coding of employee leave (FMLA, military leave, unpaid suspensions, etc.).
Provide administrative support for HR initiatives, compliance reporting, and employee inquiries as assigned.
Partner closely with Accounting and Finance to ensure payroll accuracy, reimbursements, reconciliation, and reporting.
Collaborate with HR team members to support onboarding, offboarding, and employee lifecycle processes.
Communicate with supervisors and managers regarding payroll deadlines, approvals, corrections, and compliance requirements.
All other duties assigned.

QualificationsEducation

Required


High School or GED


Preferred


4 Year / Bachelors Degree in HR, Accounting, or Business from an accredited university.


 

Experience

Required


2 years of experience in managing end-to-end payroll processing and ensuring compliance with statutory regulations in multi-state payroll experience.
4 years of experience in managing end-to-end payroll processing and ensuring compliance with statutory regulations with multi-state payroll experience.


Preferred


3 years of experience supporting accurate payroll operations, tax compliance, and employee records management.
Honorably discharged service veterans are preferred.
