Summary

Supervise, plan and coordinate the parking enforcement and parking meter repairer/collector activities and operations within The Parking Division of the Department of General Services; coordinate assigned activities with other divisions, outside agencies and the general public and provide highly responsible and complex staff assistance to the Parking Division Manager.

Examples of duties

ESSENTIAL FUNCTIONS:  Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

  1. Coordinate the organization, staffing and operational activities for assigned enforcement, operations and special event parking.
  2. Participate in the development and implementation of goals, objectives, policies, and priorities; recommended and implement resulting policies and procedures.
  3. Monitor work activities to ensure compliance with established policies and procedures including training opportunities; identify and recommend to appropriate management staff opportunities for improvement of service delivery methods, policies and procedures; identify resource needs; and make recommendations for improvements to existing standards and procedures and implement improvements.
  4. Plan, prioritize, coordinate, supervise, review and participate in the work of parking enforcement staff responsible for enforcing laws and ordinances; evaluate enforcement work products, methods and procedures; meet with staff to identify and resolve problems.
  5. Plan, prioritize, coordinate, supervise, review and participate in the work of parking meter repairer/collector staff responsible for the collections, repair and preventative maintenance of meters and automated pay stations; evaluate enforcement work products, methods and procedures; meet with staff to identify and resolve problems.
  6. Respond to and investigate special incidents and accidents; resolve when possible; enforce City parking ordinances code; issue citations or notices for violations on assigned equipment including the installation and removal of vehicle boots or other immobilization devices, licenses or certificates; review and investigate complaints, citations and criminal summons; appear in municipal and/or district court to defend contested citations as necessary.
  7. Supervise the use, care and operation of city property and equipment including meters, automated pay stations, signage, and vehicles; schedule routine maintenance of vehicles and equipment.
  8. Maintain accurate and consistent records, logs and reports on immobilization devices, violations and actions taken; assist higher level management with the preparation of analytical and statistical reports as they relate to parking enforcement operations and activities. Coordinate with various organizations as needed. 
  9. Participate in the selection of Parking Enforcement and Parking Meter Repairer/Collector staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
SUPPLEMENTAL FUNCTIONS:
  1. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of Parking Enforcement and Parking Meter Repair/Collection.
  2. Perform related duties and responsibilities as required.

Qualifications

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis. 

Associate's degree from an accredited college or university in criminal justice, law enforcement, business administration, or public administration; and

Five (5) years of experience in any combination of the following areas:
  • parking operations
  • code enforcement 
  • public relations; and 
To include one (1) year of supervisory or lead experience. 

ADDITIONAL REQUIREMENTS: 

Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire. 
Possession of a City Operator's Permit (COP) or ability to obtain within six (6) months from date of hire.
