Summary

Supervises the day-to-day operation  of the Assessor’s Office. Assists the Assessor in the valuation of $45 billion of all commercial and residential real estate, personal property, and motor vehicles.  

Examples of duties

Bachelor's degree in Business, Accounting, Economics, or a closely related field.  

 

Five (5) years of progressively responsible experience in real estate and personal property appraisal work obtained    within   the   last    10 years,.  Must have a minimum of 2 years supervisory experience.

 

Additional Requirements:

Connecticut Municipal Assessor’s Certification, CCMA II, or its equivalent within another jurisdiction; if equivalent, CCMA II must be obtained within two years from date of appointment.  

 

Must have valid Driver’s License.


Qualifications:

Demonstrated knowledge of the principles and practices of commercial, industrial and residential real property valuation and revaluation work.

 

Proven understanding of all aspects of Connecticut State Statutes related to assessment practices.

 

Demonstrated skillin the implementation and use of industry-specific computer applications for appraisal-assessment practices, as well as in the use of  Excel .

 

 

Exhibited ability to physically inspect personal properties and real estate throughout the Town involving continuous walking, bending, climbing stairs, reaching, etc.

 

Demonstrated excellence in written and oral communications skills, including the ability to make formal presentations to Boards and/or the public.

 

Proven ability to establish and maintain effective and cooperative working relationships both internally and externally.

 

Ability to supervise, train, motivate and evaluate staff.


Examination:  100% Training & Experience Assessment
 
The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment. This type of examination requires that you completely fill out the application, adding pages for additional relevant information where needed, and attaching any documentation of certificates, degrees, other significant documents, etc. A candidate's eligibility to be interviewed will be based solely on material submitted at the time of application. Duties and Responsibilities:

Oversees and reviews appraisal work performed by private firms.  Prepares specifications and quality control of contractor’s valuations for periodic revaluation of all properties.

 

Supervises  all office staff.  Reviews work of appraisers for accuracy and conformity to Town standards. Develops and coordinates field appraisal procedures for use by staff.  

 

Allocates work to office staff. 

 

Oversees the operation and maintenance of  the Proval CAMA system.

 

Analyzes data, generates and prepares ad-hoc reports. 

 

Provides communication counsel and support to the Assessor to ensure that Town’s strategies and objectives are effectively communicated to internal and external audiences.

 

Assumes responsibility for the Office management in the absence of the Assessor.

 

Represents the Assessor at meetings when required; attends all formal and informal meetings between the Board of Estimate and Taxation (BET) and the Department.  

 

Prepares and submits monthly reports to the Board of Estimate and Taxation, with periodic updates as required. 

 

Monitors departmental budget expenditures to assure compliance with appropriations; runs monthly budget reports.  Assists with the purchasing process for the department as necessary.

 

Assists in executing, coordinating and streamlining assessment operation. in order  improve operations, decrease turnaround times, simplify work processes and provide quality seamless service to other Departments.

 

Supports Town’s policies and philosophies.
