On-Call Senior Software Engineer/Database Administrator

ICF is seeking a On-call Senior Software Engineer/Database Administrator who will support web-based software applications and database systems that collect demographic and health data through nationally representative population and facility-based surveys in low- and middle-income countries (LMICs). The position will be a part-time on-call remote position.

Key Responsibilities

• Develop and support public-facing web-based software applications

• Work with staff to support internal web-based software applications

• Monitor use of the various systems to ensure they are working efficiently and correctly

• Administer databases linked to web-based software

• Monitor and maintain cloud-based servers

• Install server system updates on a routine basis

• Manage budgets and billing for servers and supervise subcontractors supporting Program websites

Basic Qualifications

• Master’s degree in a relevant discipline such as Computer Science, Database Administration, Engineering or other relevant discipline with 12+ years of experience in the following:

  • Strong programming skills in the following languages: Javascript, CSS, HTML, SQL, ColdFusion

  • Strong experience with database management including SQL coding, stored procedures, managing users, date encryption, indexing, etc.

  • Strong experience with Window IIS management including website configuration, SSL management, URL rewrite use, etc.

  • Experience with administration and management of content management systems, preferably Commonspot.

Preferred Skills/Experience

• Programming Java, PHP, server side Javascript

• Relational databases MS SQL Server, My SQL, MS Access

• Amazon Web Services (AWS) experience including server management, user management, access management, security groups, simple email service (SES), setting up volumes, S2, etc.

• Experience with Windows and Linux server management

• Experience in using a software IDE like Eclipse, Dreamweaver, UltraEdit, Visual Studio Code

• Moodle LMS on-line e-learning platform

• Forums-based systems and software

• MS SharePoint online experience

• Web systems security including data encryption, file encryption, SSL, multi-factor login
