Job Summary

The Manager (MTO) is the position responsible for the safe operation, supervisory management and general oversight of all train dispatching territory incorporated among Chicago Train Movement Office environment. The MTO is the front-line manager with responsible authority for those performing service to safely move trains and maintenance of way equipment. The MTO protects the Department and Company from risk ensuring that all direct reports and subordinates generically comply with rules and/or procedures in addition to ensuring that all parties are coordinated in their duties. In addition to managing subordinates, territory and potential incidents, the MTO will likely be the first point of contact to other internal and external stakeholders, including superior officers, CNOC, FRA and/or Amtrak Media Relations to ensure messaging through the company is clear and without confusion. The Train Movement Office is a “sentinel of safety” that facilitates the operating practices and standards of the Department and Company.  The MTO responsibility to ensure that the Train Movement office is a safe environment, facility and one with an inspired culture that promotes a healthy working environment that recognizes diversity, but which must also be managed with standards of clear direction, discipline and an overriding conscience of Amtrak’s Mission Statement “We provide safe, efficient and effective intercity passenger rail mobility, consisting of friendly, high-quality service that is trip-time competitive with other intercity travel options. 

 

This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.

Essential Functions

  • The MTO is responsible for overseeing and coordinating the safe movement of trains and maintenance of way equipment. The MTO is responsible to directly supervise subordinates to ensure they are performing duties in concert with GCOR Operating Rules, Amtrak Timetable-Special Instructions, Amtrak Train Movement Manual in addition to any other applicable operating instructions and procedures including CFR and/or FRA regulations. 
  • The MTO will ensure that all parties under their authority are properly communicating and managing their respective duties to communicate, coordinate and/or supervise the activities of interlocking stations connected to their Subordinate’s roles.  MTO must also ensure that subordinates are effectively communicating with train crews, other train movement offices, clerical forces, freight and/or commuter railroad control centers and field supervisors, including those representing Transportation, Engineering, Police and/or First Responders.
  • The MTO is responsible for cost effective utilization of Train Movement personnel, monitoring attendance and generalized resource efficiency. The MTO will help support initiatives of risk mitigation, including counseling, training and/or mentoring of subordinates.
  • The MTO will conduct and/or participate in the performance of disciplinary and root-cause investigations, monitor the Daily Track Usage and/or major track projects to identify potential conflicts and ensure safe and timely production. The MTO will assist in recovery from service disruptions.
  • The MTO must be prepared to act in the capacity of the Chicago Train Movement Office Assistant Superintendent(s), when necessary, author reports, as required by procedure or upon request from their supervisors and must take direction from their immediate supervisors and/or superior officers.
