Northrop Grumman is currently seeking a Manager Facilities Maintenance 2 / Buildings and Grounds Facility Manager for our Elkton, Maryland location.

The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers.  The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY, Palm Beach Gardens, FL and San Jose, CA.

Job Summary:

The Manager Facilities Maintenance 2 / Buildings and Grounds Facility Manager

The Facility Maintenance Manager is accountable for the day upkeep and reliability of all buildings and the surrounding grounds, ensuring a safe, functional, and well‑maintained environment for occupants and operations. This role oversees the carpentry shop, directing skilled tradespeople to perform repairs, modifications, and preventative projects, while also managing the chemical handlers and ground‑maintenance crew who are responsible for landscaping, waste handling, and site‑wide cleaning activities. The manager coordinates preventive‑maintenance programs, monitors work‑order compliance and utilizes data‑driven metrics to optimize resource allocation, budget adherence, and service‑level performance across all physical assets. By providing clear, objective‑oriented direction and fostering a culture of continuous improvement, the manager ensures that facility infrastructure remains operational, compliant with safety and environmental regulations, and supports the organization’s mission objectives

Core Responsibilities:

  • Overall Facility Operations

    • Oversees facilities maintenance and grounds department to ensure reliable day‑to‑day support and upkeep of the site.

    • Key aspects include:

      • General building carpentry including internal and external repairs and building envelope maintenance and improvement (windows, doors, roofing, gutters). Preventative inspections with building owners.

      • Finishes and coatings of buildings including flashing and painting for weather protection.

      • Structural repairs where necessary when determined by engineering.

      • Roadway and paving maintenance including, new asphalt, hot tar crack sealing, spray coating and pavement stripping/ painting.

      • Lock smithing

      • Day to Day support of chemical handling and wastewater.

      • Maintaining the site grounds; including general waste handling, mowing, tree clearing, fence repair, snow removal, upkeep of storm water management features and site drainage.

      • Organize, inventory and maintain best 5S practices for all tools, facility related equipment, carpentry consumables, paint and spares that are required to support the site.

  • Leadership, Talent Development & Culture

    • Lead with adherence to Northrop Grumman’s leadership values.

    • Directly manage 11 employees in the buildings and grounds department.

    • Conduct monthly one‑on‑ones and develop individual training and development plans.

    • Champion a high‑performance culture focusing on safety, engagement, development, and retention.

    • Drive standards, enforces best practices, and leads continuous improvement initiatives across projects.
