The Starburst Engineering Department, located in Largo, FL, is seeking a functional manager to serve as the Section Leader of a multi-disciplined section of System Engineers, Software Engineers, and Cyber Engineers. The selected applicant will split duties as a Section Leader, providing oversight of People & Process, and as a domain lead or senior individual contributor within the supported program. The Section Leader plays a significant role in the career growth and development of employees, helping to align program tasking with career goals and maximizing the potential of each employee through skill development and process adherence. As a domain lead or senior individual contributor, this candidate will make a significant impact to the program’s execution, working with the Project Engineers (Cost Account Managers and Integrated Product Team Leads) to execute the development and deployment of program products and services.
Specifically, this candidate could be assigned to a team with one or more of the following responsibilities:
Supporting systems engineering activities, including requirements development, integration, and verification
Developing software to meet customer requirements
Enhancing and maintaining several COTS applications and services, in an enterprise environment
Scanning for vulnerabilities and integrating, configuring, testing, and deploying software updates
Ensuring all National Industrial Security Program Operating Manual (NISPOM) requirements are implemented, documented, and deployed using the Rick management Framework (RMF)
Supporting various computer hardware and operating systems in both stand-alone and LAN/WAN configurations
Developing solutions using network fundamentals, such as OSI layers, IP addressing, sub-netting, TCP/IP stack, VLANS, and DHCP
Working in a virtualized environment using VMWare products
What You Will Do:
Spend ~10-20% of your time as a Section Leader of 10-16 employees
Evaluate staffing supply to meet the program staffing demand
Hold meaningful performance Impact Discussions to achieve maximum employee potential
Conduct promotion and compensation planning
Provide career guidance and development through gap analysis and skill assessments
Explain and enforce policies and process
Empower employees, lead and motivate teams, and foster collaboration
Exercise effective communication with interpersonal and decision-making skills
Spend ~80-90% of your time as a domain lead or senior individual contributor
Use technical skills and experience to execute domain related tasks
Assist Project Engineers to define technical solutions and execution strategies
Be a force multiplier, helping others become independent contributors through knowledge sharing and formal/informal mentoring
Leverage domain knowledge and expertise to improve productivity and identify innovative solutions to routine tasks
Manage multiple and competing priorities and adjust promptly to change of priorities
Work primarily onsite in a closed area environment with occasionally opportunity to work offsite
Up to 10% of travel may be required
Qualifications You Must Have:
Knowledge and experience leading or contributing to Systems and Software development efforts, spanning the entire Engineering V
Knowledge and experience leading or contributing to development efforts involving either Cybersecurity, Risk Management Framework, or Information Assurance
Systems level integration and test planning, test design, and test execution
Ability to create and present materials to convey concepts and ideas to a wide range of audiences
Experience leading and delivering career growth and performance impact discussions
Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 8 years prior relevant experience
