Purpose

Provide expert guidance, leadership, and management to technical level staff in the development, construction, and commissioning of renewable generation asset portfolio, storage, and thermal transition plan. Oversees a matrixed organization of cross functional experts and ensures that the Power Generation Project Development group provides timely completion of development activities in compliance with SMUD standards and all applicable laws, ordinances, codes, and regulations. Represents SMUD's interest with external parties.

Nature and Scope

Serves as manager of SMUD's renewable energy development project portfolio, responsible for meeting SMUD's resource planning goals and providing oversight of continuing expansion of renewable energy projects inside and outside of SMUD's service territory. Provides direction and/or expertise in one or more areas of a professional discipline relevant to utility-scale renewable electric generation and storage project development activities.  Resolves complex problems and oversees complex projects including the planning, coordinating, prioritizing, monitoring, and evaluating of work results from the Power Generation Project Development.  Responsible for selecting, training, motivating, evaluating, and developing lower-level personnel.

Duties and Responsibilities

• Provides direction and training to renewable project development team, including team members reporting in from different SMUD departments and outside consultants and contractors in fulfilling SMUD's resource strategy. Plan, organize, oversee and implement the development, design, licensing, and engineering aspects of new power generation, storage, and transmission resource projects including project work plans, budgets, and schedules.
• Facilitates consultation with environmental resource agencies, non-governmental organizations, and other interested parties; makes presentations to SMUD management and public groups, as needed. Represents SMUD and/or acts as SMUD's liaison in a variety of settings including public meetings and hearings; operating committees and work groups with other utilities, government agencies and/or commissions, industrial task forces, and other community organizations; developers, architects, engineers, host utilities, regulatory agencies (in conjunction with licensing management), and the public on project development related issues. Regularly participates in renewable energy industry conferences and meetings, including making presentations on activities and challenges associated with new project development and/or operation and maintenance of existing assets. Coordinates with officials, regulatory agencies, and vendors.
• Coordinates with SMUD staff in different departments, including Legal and Government Affairs, to ensure compliance with all applicable requirements; keeps abreast of laws, regulations, and trends in environmental mitigation as they relate to renewable generation projects both in operation and development.
