Summary

The Wastewater Maintenance Team is looking for a Reliability Maintenance Engineering Planning Manager to direct the day-to-day planning and scheduling of Reliability and Maintenance Engineering (RME) activities using Computerized Maintenance Management Systems (CMMS) with a high standard of independent judgment, initiative, and discretion. Mentor a team of planners in reviewing the effectiveness of the RME planning and scheduling based on key performance indicator (KPI. Plan, monitor and control RME annual budgets by data-driven resources loading, overtime and spare parts inventory management, cost control of both internal and external RME spending. Strive for and uphold GLWA work policies, regulatory compliance and RME operational excellence.

Job Responsibilities

  • Manage and administer the operations of a facility or functional unit
  • Manage and motivate a diverse workforce
  • Effectively manage all assigned staff, daily assignments and provide on the job training
  • Develop, recommend, and administer the annual operating and capital budgets for the unit to ensure expenditures are controlled, maintained, and approved
  • Ensure that financial planning, performance measurement, and reporting are developed and in compliance with legislative requirements and are in support of the division's goals and objectives
  • Ensure compliance with all corporate and legislative requirements to meet operational, environmental, health and safety standards, and ensures the effectiveness and compliance of maintenance and operations
  • Liaise with elected officials, public, and represents the division on various committees managing complaints, requests for information, and safety concerns. Ability to drive a motor vehicle on all terrain
  • Manage staff by directing assignments
  • Prepare financial budgets and monitor expenditures
  • Manage a multidisciplinary staff including hiring and handling labor and employee relation issues.
  • Plan and build reliability and efficiencies in the facility and/or the organization to ensure uninterrupted services
  • Motivate, train, lead and develop staff for improved performance and efficiency
  • Maintain effective working relationships with others
  • Effectively utilize appropriate security and safety equipment and procedures
  • Communicate effectively, both verbally and in writing
  • Understand and follow verbal and written instructions
  • Develop proficiency in unit specific operations and software

  • Follow security and safety policies and procedures in carrying out work duties as well as wear all required personal protective equipment (PPE) relative to the specific classification 
  • Ability to work irregular hours, commute to GLWA facilities and worksites, and respond to after hour emergencies and on-call responses

Required Education and Experience

At the time of application:

Transcripts or Diploma Required:

  •  Bachelor’s degree in the related operational or functional fields, such as Engineering, Chemistry, Accounting, or Human Resources.
  •  Five (5) years of recent management and operational experience gained through progressively more responsible positions.
  •  Professional accreditation in an area related to the operational or functional field may be required for some specialty areas at the discretion of the GLWA Chief Executive Officer and Organizational Development Unit.
  •  Education requirement can be substituted with extensive experience at the discretion of the GLWA Chief Executive Officer and Organizational Development Unit.

Preferred Experience:

  • Certified Reliability and Maintenance Professional or willing to obtain
  • Michigan Class D Wastewater Treatment Plant Operator license or MWEA/CWEA grade certificate or willing to obtain

Environmental Working Requirements:

May work in an office, plant, or field environment. This position requires the ability to work in all conditions involving exposure to outside elements and seasonal weather
