Job Duties

The Locally Administered Projects Engineer will provide oversight and guidance to localities and their project teams to achieve program delivery goals. The main objective is to ensure that the locality is able successfully deliver their project through the project development and delivery process.
You will prepare analyses, reports, and recommendations based on engineering determinations. Coordinate and provide oversight from beginning of project to Award of projects to ensure locality confirm with all state and Federal regulations and policies depending on types of project funding, coordinate obtaining Federal authorization for various phases as applicable. Coordinate to schedule various project related meeting with emphasis on scoping closing meetings to re-baseline project schedule and estimate. Effectively coordinate assigned projects to ensure to meet scheduled advertisement and award when practical. Effective Communication with internal, external staff and citizen all during project life cycle through hand-off to LAP construction team. Keep up with the latest changes to the LAP process. Having knowledge of VDOT PWA (Project schedule tool), PCES, Project Pool, VDOT standards and specification and LAP Manual is preferred.

Responsibilities include but may not be limited to:

Project Administration- May coordinate project initiation, administration and agreements, funding and consultant procurement. May assist with and attend the field utility meetings with utility companies and District Utility Engineer for the purpose of relocating utilities necessary for projects.

VDOT liaison to Localities (Urban or County)- Serve as the point-of-contact for localities for highway program development and delivery as well as a resource to localities regarding related issues. Regularly meet with and communicate with localities and VDOT project coordinators for project oversight and guidance. Serve as agency spokesperson to proactively communicate with localities ensuring they are aware of ongoing VDOT and industry initiatives, funding opportunities, training, etc.

Teamwork and Customer Service- Demonstrates customer service and work habits that reflect the VDOT Values, and coordinates the flow of information both orally and in writing.

Analysis and Technical Reporting- Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations.

Fiscal Aspects- Monitor and coordinate funding and fiscal aspects of Local Assistance projects to ensure proper contributions and reimbursements to the localities.

Project Design and Plan Development- Coordinate project development activities with local governments (urban or county projects) through preliminary engineering and right of way phases in order to prepare plans. Coordinate projects under the supervision of a Responsible Charge Engineer to ensure compliance.

Manage Assigned Activities- Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.

Special Assignments- Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups.

Engineering Process Management- Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.

Communication- Establish an effective line of communication between VDOT, contractors, government agencies and the public. Investigate issues and resolve complaints.

Project Engineering- Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status.
