The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. More than 11,000 employees operate NYCHA’s properties and central office functions.



NYCHA’s Learning and Development (L&D) Department provides service coordination and delivery of training and professional development for NYCHA employees to do their jobs safely and effectively. Through operation of citywide training facilities, and a robust library of online learning materials, NYCHA L&D offers both technical training in building systems management, and leadership development courses that are customized based on NYCHA standard operating procedures. L&D’s mission is to prepare NYCHA employees for the roles they’re in, and the roles they aspire to attain, while managing the wealth of knowledge that employees amass throughout their careers.



Reporting to the Administrator of the Property Administration Training Unit, the Technical Trainer (Property Administration), is responsible for facilitating a variety of training courses designed to enhance the technical skills and knowledge of NYCHA employees, primarily but not exclusively Housing Assistants, Neighborhood Contract Administrators, Neighborhood Administrators, Neighborhood Planners, Property Managers, Property Management Secretaries and Receptionists. This position focuses on training related to NYCHA standards and procedures specific to property management operations, property management supervision, and tenancy administration. The ideal candidate will play a key role in delivering high-quality professional development opportunities that ensure employees can perform their duties safely, efficiently, and in compliance with all relevant standards.



Responsibilities include, but are not limited to the following:

Facilitating a variety of courses, including but not limited to classes concentrating on NYCHA operating standards and procedures, management and supervisory development.

Conducting needs analyses for field and Central Office training (e.g., creating and distributing surveys and/or conducting focus groups).

Consulting with NYCHA departments to improve operations performance.

Collaborating with Operations and the L&D registrar to schedule training classes.

Keeping abreast of all NYCHA policies and procedures and related updates/changes.

Designing and writing training manuals and materials, including trainer’s guides.

Serving as a subject matter expert on property administration training.

Creating and facilitating PowerPoint presentations.

Leading or participating in special projects as necessary.

Performing related administrative support.



Minimum Qualification Requirements:

Candidates must have permanent civil service status in the title of Housing Assistant with 3

years of experience in the Housing Assistant title to be considered.



Preferred Skills

Excellent written, verbal communication and customer service skills

Proficient group management and public speaking skills, with the ability to effectively engage and educate audiences.

Highly motivated and willing to take initiative in developing training to meet NYCHA’s needs.

Knowledgeable in NYCHA's computer systems particularly in Siebel and AS400.

Proficiency in Microsoft Office products: Word, PowerPoint, Outlook, and Excel.

Familiarity with NYCHA dashboards.

Ability to travel to developments citywide to perform site assessments and/or deliver field-based training.

Qualifications

1. A baccalaureate degree from an accredited college, and three years of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants, determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or

2. A four-year high school diploma or its educational equivalent, and six years of the full-time satisfactory experience as described in "1" above; or

3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted
