Position Specific Summary

The Lead Human Resource (HR) Analyst position at the City of Tucson’s Human Resources department performs professional-level work in support of assigned area(s); plans and carries out work independently, utilizing knowledge of talent acquisition, data management, employee relations, and performance management; provides guidance and recommendations; prioritizes department needs, staffing strategies and always maintains and ensures a confidential environment.This position leads personnel in interpreting employment laws, Civil Service Commission Rules, policies, and procedures. HR management, compensation, classification, HR compliance, records retention, employee relations, training, and organizational development. 

 

Work is performed under the supervision of the HR Manager. This position leads and instructs the daily operational work of HR personnel.

The Lead Human Resources Analyst within Leaves and Accessibility serves as a pivotal resource in managing and guiding employee leave programs, including FMLA, ADA, City Medical Leave, Paid Parental Leave and other related policies, ensuring compliance with federal, state, and local regulations. This role serves as a strategic partner to department managers, providing expert consultation on leave administration, reasonable accommodations, and employment transitions. The ideal candidate will lead and mentor HR personnel, deliver training, and optimize workflows through process improvement initiatives. Strong technical acumen is essential, including advanced proficiency in Microsoft Office Suite (Excel, Word, Outlook, and PowerPoint) to manage documentation, analyze data, and support case management systems. This position plays a key role in shaping HR operations, fostering collaboration, and driving service excellence across the organization.

The Lead HR Analyst within HRIS is seeking a Lead HR Analyst with a strong background in human resources and demonstrated experience in managing and optimizing HR systems. This role will be responsible for the implementation, maintenance, and continuous improvement of HR systems to ensure they effectively support HR operations, enhance data management, and align with the City’s strategic objectives.

The Lead HR Analyst within Shared Services, General Services Satellite is responsible for overseeing and executing core human resources functions, including but not limited to recruitment, conflict resolution, employee discipline, and HRIS management. This role provides guidance to employees and assigned departments on City policies, procedures, and Administrative Directives. Serving as a key liaison between management and staff, the Lead HR Analyst ensures compliance with organizational standards and employment regulations while promoting a positive and productive work environment.
