Background
The WBG People Vice Presidency is responsible for getting the right public and private sector solutions to our operational teams and to our clients, and to produce scalable impact. Its mandate is to deliver knowledge for impact to enable and support the WBG to achieve its goals in support of our mission, specifically related to human capital, education and skills, health, social policy and gender, supporting and accelerating specific strategies and targets. The VPU’s objectives in driving outcomes include replicating and scaling effective solutions, enhancing thought leadership and innovation, and delivering timely knowledge to client teams.
Within the People Vertical Front Office, the Director of Strategy and Operations (DSO) reports to the Vice President for People. The Human Capital Project and the Development Effectiveness unit both report to the DSO.
The Development Effectiveness (DE) unit in the People Vice Presidency Front Office supports the Vice President and Global Units by providing operational, corporate, knowledge management, and learning support. The unit helps monitor and analyze operational performance, contributes to corporate reporting and policy processes, and coordinates knowledge-sharing and learning initiatives across the People Vertical. Its work spans areas such as operational reporting, corporate comments and scorecards, strategic partnerships, agenda and planning support, intranet and newsletter content, results briefs, onboarding, and learning programs.
The Human Capital Project (HCP) inspires and informs investments in people through a program of work that includes dialogue, data, and diagnostics for solutions and impact. Key activities include managing the Human Capital Network of 97 countries and organizing two major annual events: the Human Capital Ministerial Conclave for the Network’s ministers and the Human Capital Forum for the Network’s government Focal Points. The HCP also leads engagement with country teams and clients on the Human Capital Index Plus, provides support country-level Human Capital Reviews and other diagnostics, manages the Human Capital Trust Fund, organizes a broad series of other knowledge events, informs the Knowledge Bank’s review of Country Partnership Frameworks and other products, and provides analysis and solutions on human capital and artificial intelligence.
The KML Officer will have a primary reporting line to the Human Capital Project but have a work program split 50-50 between the Human Capital Project and the Development Effectiveness unit.
Duties and accountabilities
The KML Officer will lead the joint KML function across both the Human Capital Project and Development Effectiveness unit, shaping institutional knowledge, and learning.
This role emphasizes systematic collection and dissemination of good practices, engagement and reach, and support to new tools and platforms to help translate knowledge, operational experience, and evidence into solutions.
The staff will also support institution-wide initiatives such as Knowledge 360 and the WBG Academy.
