ICF's People, Process, and Program Performance (P4)  team helps organizations improve how they attract, develop, engage, and retain talent. This includes helping organizations figure out where they want to go (i.e., their strategy) and how to align their people, processes, and technologies to help them get there. We partner with Federal, State, and local government clients, as well as those in the commercial and private sector.

The Opportunity

We are seeking an enthusiastic and detail-oriented Human Resources Consultant to join our growing Human Capital team. This is an excellent opportunity for recent graduates and early-career professionals who are interested in applying HR knowledge in a consulting environment while supporting meaningful projects that impact public-sector organizations across the country.

  • Supporting human capital initiatives within organizations across the Federal government.

  • Assessing talent management and leadership development programs.

  • Evaluating employee engagement and workplace culture strategies.

  • Developing training and learning programs for leaders and employees.

  • Conducting job analyses and competency studies to support recruitment and career development.

  • Analyzing workforce trends and labor market data to inform strategic workforce decisions.

Key Responsibilities

  • Support client projects focused on human capital, workforce, and organizational effectiveness.

  • Assist with workforce planning, job analysis, competency modeling, and talent management initiatives.

  • Collect, organize, and analyze qualitative and quantitative workforce data.

  • Conduct interviews, focus groups, surveys, and other information-gathering activities.

  • Research HR trends, best practices, policies, and workforce management approaches.

  • Develop reports, presentations, guides, training materials, and client deliverables.

  • Summarize findings and communicate recommendations clearly to project teams and clients.

  • Perform quality reviews to ensure accuracy, consistency, and professionalism of deliverables.

  • Collaborate with project managers and subject matter experts across multiple projects.

Basic Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, Psychology, Public Administration, Public Policy, Communications, Political Science, Industrial/Organizational Psychology, or a related field.

Preferred Qualifications

  • Professional experience related to Human Resources, recruiting, talent management, training, organizational development, or workforce planning. 

  • Familiarity with the U.S. Congress/legislative branch organizations is a plus.

  • Familiarity with Federal government or public-sector organizations.

  • Knowledge of HR principles, employment lifecycle practices, or workforce management concepts.

  • Interest in obtaining professional certifications such as the Professional in Human Resources (PHR) or SHRM Certified Professional (SHRM-CP).

  • Experience supporting research, data analysis, employee engagement initiatives, training programs, or organizational projects.

Professional Skills

  • Experience using Microsoft Office, including Word, PowerPoint, Excel, and Outlook.

  • Strong written and verbal communication skills.

  • Curiosity and a passion for helping
