SUMMARY (BASIC PURPOSE OF THE JOB)
Designs, develops, implements, and supports telecom systems inclusive of call centers, call accounting software, Call Pilot and third party products in telecom network. Directs supervision of telecom support technicians, telecom consultants, and vendors for duty assignments, work quality and competence. Formulates, organizes, and provides lead technical direction to software-related projects involving corporate-wide telecommunications services. Oversees technical planning, development, and implementation to improve productivity and minimize costs. Provides technical guidance pertaining to front-end devices, communications simulation, and queuing analysis.MINIMUM REQUIREMENTS
Education: Bachelor's degree or equivalent technical training.
Experience: Five years as Telecom Engineer to include experience with Avaya technology, system design and implementations.
Other Credentials:
Knowledge and Skills: Strong knowledge of networking principles. Exceptional troubleshooting skills. Excellent interpersonal and verbal and written communication skills. Knowledge of telecommunication vendor billing practices and common billing errors to ensuring proper billing.
Special Training: Basic understanding of TCP/IP, IP subnetting, VLAN's, Ethernet, routing and switching, VoIP telephony, cisco IP-IVR, call management, SIP protoculs. Skilled in Ayaya technology.
Mental, Behavioral and Emotional Abilities: Ability to understand new technologies and work with vendors. Ability to work in a fast paced, stressful environment.

ESSENTIAL FUNCTIONS
- Directs supervision of telecom support specialists to maximize efficiency and quality of service. Distributes work assignments to staff, evaluate results, validate technical output and implement corrective actions as needed.
- Manages inhouse technicians, telecom consultants and vendors on a daily basis to implement cost effective solutions with no compromise to quality service. Monitors operating and capital budget expenses.
- Ensures telecom specialists are competent and knowledgeable in all technical aspects required for their position. Facilitates training and develops support and training documentation as applicable.
- Provides senior level engineering assignments that will involve preparation of specifications, design and integrations of IP Telephony and IP contact center technologies.
- Ensures continuous operations of servers and services. Monitors all backbone links and network devices pertaining to Telecom equipment. Handles disruptions of service and develop solutions to resolve problems as they arise in a work environment. Suggests solutions for smoother and efficient functioning of system. Perform traffic analysis. Maintains telecom network related to circuitry, installation, government compliance that include voice and data.
- Collaborates to specify hardware, software and network layout to meet business requirements for performance and continuity. Assesses network fabric and component utilization trends and make or recommend appropriate design changes and capacity augmentation steps to scale architecture. Provides statistical analysis of system performance trends including call performance, resource utilization and network capacity.
- Manages design, plan and deployment of all components of new installations or upgrades to existing telecom systems. Coordinate all activities with vendors/consultants and IT network administrators related to installations for all voice platforms.
- Interacts on escalation with Network Operations Center to troubleshoot problems reported by customers, vendors and regulatory entities. analyze and isolate potential issues. Makes recommendations for future upgrades.
- Performs site evaluations, appropriate solution selections and on going support to all telecom operations. Supports Capital Medical Physician Group practices at all existing locations and design new offices implementations and telephony infrastructure.
