Description
The Human Resources Director position reports to the Assistant City Manager and is responsible for all Human Resource duties and functions pertaining to all departments of the City. The Human Resources Director will perform tasks and duties as assigned by the Assistant City Manager.
Starting Pay: $132,000 - $165,000
FLSA Status: Exempt, Appointed
Schedule: 4 x 10-hour shifts per week, Monday - Thursday. Hybrid work opportunities may be available.

Essential Duties and Responsibilities
- Manage daily Human Resource operations.
- Oversee and monitor City-wide personnel systems, forms, procedures, and record-keeping methods.
- Direct and maintain the City’s classification and compensation program to promote retention and recruitment strategies and maintain desired market competitiveness. Consult with department heads on staffing and compensation needs.
- Forecast annual compensation and benefit costs; support negotiations of annual benefits changes.
- Ensure appropriate benefit contracts are approved by City Council on an annual basis.
- Ensure compliance with federal, state, and local employment laws and regulations.
- Research and keep current with trends in Human Resource Management including but not limited to: COBRA, FMLA, STD, LTD, ADA, testing procedures, succession planning, recruitment, marketing, employee contracts, immigration laws, reference checking, incentives, interviewing techniques, downsizing, and turnover.
- Oversee management of City’s recruitment, testing, selection, and hiring efforts. Give final approval for job offers and hires in accordance with department budgets and compensation plan.
- Develop and implement efficient employee policies and procedures; collaborate with the Legal department for updates.
- Collaborate with department heads on budget preparations and conduct regular budget forecast meetings.
- Assist in developing short- and long-term department plans and strategic objectives. Identify Human Resources division needs and create action plans.
- Respond to special project requests by Assistant City Manager or other department heads in staff support matters. Conduct research, identify current and emerging trends, and prepare reports and summaries of projects and programs.
- Manage regulatory compliance and conduct annual City compliance training. Oversee training programs on management, technical, and interpersonal skills. Work closely with the Human Resources division to integrate department needs with annual training development programs.
- Investigate claims of harassment, discrimination, etc. to provide a safe and comfortable working environment for City employees. Coordinate with the Legal department to assess and investigate employee complaints or employment actions that violate policy. Advise supervisors and department heads on disciplinary matters to ensure consistency and take actions in accordance with City Policies and Procedures.
- Oversee and manage Human Resources division budget. Allocate funds for proper Human Resources training and development.
- Coordinate with Human Resources staff in all areas of Human Resources and division needs. Assist in development of Human Resources division goals and progress.
- Attend professional development activities to increase understanding of current issues and develop expertise.
- Other duties may be assigned.
Supervisory Responsibilities
- Exercises supervision over all Human Resources Division staff either directly or through subordinate supervisors.

Education and/or Experience
- Bachelor’s degree in Human Resources, Business or Public Administration, Psychology or related field. Master's degree in related field preferred.
- At least seven (7) years progressively responsible human resources related experience. Two (2) years of the seven must have been supervising staff.
- Education and experience may be substituted one for the other on a year-for-year basis except for the two year
