Human Resources Analyst

Department: Human Resources

Reports To: Director of Human Resources
Salary Range: $24.50-$30.50/hr

Position Summary

The Human Resources Analyst serves as a primary customer service representative for the Human Resources Department and plays a critical role in supporting employees, applicants, administrators, substitutes, and community stakeholders. This position is responsible for recruitment, hiring, onboarding, employee records management, HR data entry, personnel administration, state and federal reporting, compliance activities, and operational support functions.

As a key liaison between Human Resources and district stakeholders, the Human Resources Analyst is committed to delivering exceptional customer service through timely communication, professionalism, problem-solving, relationship building, and a welcoming, customer-focused approach. Success in this role requires strong attention to detail, confidentiality, effective communication skills, and a commitment to service excellence.

 

Essential Duties and Responsibilities

Customer Service and Employee Support

  • Serve as a primary point of contact for applicants, employees, administrators, substitutes, retirees, and community members regarding Human Resources services and processes.
  • Provide exceptional customer service through prompt, professional, knowledgeable, and courteous communication.
  • Foster positive relationships through respectful, solution-oriented interactions.
  • Create a welcoming and supportive experience for all individuals interacting with the Human Resources Department.
  • Respond to inquiries regarding employment, compensation, contracts, certification requirements, leave processes, district procedures, and personnel matters.
  • Assist employees and applicants with navigating district employment processes and systems.
  • Resolve issues and concerns in a timely, professional, and customer-focused manner.
  • Maintain strict confidentiality while providing responsive customer service.

Recruitment and Hiring

  • Coordinate recruitment and hiring activities for certified, classified, substitute, and administrative positions.
  • Post and maintain vacancies through district-approved systems, ADE job boards, and external recruitment platforms.
  • Assist with applicant tracking, interview scheduling, candidate communications, and employment processing.
  • Support hiring managers throughout the recruitment and selection process.
  • Verify employment qualifications, certifications, endorsements, licenses, and experience requirements.
  • Assist with the development, review, and revision of job descriptions.
  • May attend career fairs in AZ. 

Employee Onboarding and Offboarding

  • Manage onboarding processes for all newly hired employees.
  • Conduct and coordinate new employee orientation activities.
  • Ensure completion of all required employment documentation and compliance requirements.
  • Process employment eligibility verification (I-9), background checks, fingerprint clearance requirements, and employment verification procedures.
  • Prepare and issue contracts, work agreements, offer letters, and personnel action documents.
  • Coordinate employee separations, resignations, retirements, and exit procedures.
  • Maintain accurate onboarding and separation records.

HR Information Systems and Data Management

  • Perform HR data entry and maintain employee information in district systems.
  • Maintain accurate employee demographic, position, salary, certification, assignment, and employment records.
  • Manage and maintain confidential electronic personnel files.
  • Audit employee data to ensure accuracy and compliance.
  • Generate personnel reports, workforce analytics, and HR metrics as requested.
  • Assist with HR system maintenance, troubleshooting, and process improvements.
  • Collaborate with Payroll, Business Services, and district departments to ensure data integrity across systems.

State Reporting and Compliance

  • Prepare, audit, validate, and submit required state and federal personnel reports according to established timelines.
