HUD Program Manager

Job Type Full-time Description

The Program Manager provides management, direction, administration, quality assurance, and leadership for the execution of the overall program. This position is contingent upon award. Specific responsibilities include:

• Providing integrated program and project management expertise to ensure project objectives are met within scope, schedule, cost, and quality constraints and in alignment with an Agile Methodology (e.g., the SAFe Agile framework).
• Providing IT project and portfolio management with clear visibility into the statuses of projects, managing risks and issues and ensuring timely resolution, assisting in coordinating projects and their interdependencies, and managing stakeholder communications across Ginnie Mae and their business partners.
• Serving as the contractor team's Primary Contact with all HUD stakeholders
• Allocating resources effectively to meet daily and weekly stakeholder priorities
• Ensuring the delivery of high-quality, on-time deliverables
• Maintaining adequate staffing levels through mature retention techniques to ensure mission continuity
• Performing risk identification and mitigation
• Meeting all contractual performance requirements
• Performing subcontract management

Requirements

Education/Experience:

• A Bachelor's degree in Computer Science, Engineering, IT Systems, IT Management, or a related field.
• Proven management, leadership, and administrative experience overseeing a task order of comparable size, scope, and complexity to this program ($50M-$150M) within an asset-backed or mortgage-backed securitization environment, in either the private or public sector.
• Extensive information technology management experience on complex integrated IT software development programs and solutions involving multiple vendors.
• Over five years of experience in Enterprise Transformation efforts, including directing, managing, implementing, and executing business and technology-related solutions and project teams, with the ability to execute strategy and deliverables.
• In-depth knowledge of Infrastructure Operations, including expertise in Cloud services, cloud operations, cloud migration, and public, private, and hybrid cloud environments.
• Over five years of experience managing teams through all phases of the Software Development Life Cycle (SDLC), including needs assessment, requirements gathering, business process advisory, software development, execution, and deployment.
• Experience managing teams using Agile SDLC, DevSecOps, and information security, ensuring compliance with government regulations.
• Experience with HUD's PPM Life Cycle V2.0 (Desired).
• Experience with PeopleSoft and Salesforce applications (Desired).
• Significant experience with industry-standard and best practices in quality assurance and quality control principles and techniques (Desired).
• Experience with Ginnie Mae systems, applications, and operations, or equivalent experience in the secondary mortgage capital market (Desired).

Certifications:

• Certified Project Management Professional (PMP) or equivalent (Required)
• ITILv4 (Desired)
