HSE Manager – Investigations and Projects

 

Job Summary

The HSE Manager – Investigations and Projects position is in The Woodlands, TX corporate office and will be a member of the CEM & HSE Support Team. This is a supervisory position as the successful candidate will have safety team members directly reporting to them to assist in fulfilling the mission. The HSE Manager will coordinate Significant Injuries and High Potential (HiPo) Incident Investigations, including lifesaving rule violations and ensure learnings are communicated and corrective actions implemented across the company. This person will serve as project lead for safety department initiatives such as field digitalization (e.g., moving to paperless forms) and managing the safety elements of corporate transitions during mergers and acquisitions.

The HSE Manager and their team are responsible for Investigations, Corrective Action Verifications and Projects and will also assist in the development and implementation of new policies and procedures as it relates to investigations, incident learnings and executed projects. This position is responsible for HSE document control, identifying the key lessons learned from investigations and developing action items to incorporate the learnings into our day-to-day business. This position regularly audits HSE reports to identify data inconsistencies and trends concerning incidents.

 

Qualifications

Ten (10) + years of direct experience in Health & Safety within the oil & gas, chemical manufacturing or related industry.

Five (5) years’ experience in a HSE Management / Supervisory role. Oil and Gas Projects support a plus.

Highly familiar with Incident Investigation processes and software. (e.g., RCA, TAP Root, 5 Why, COMET Analysis software, etc.)

Experience with High Potential Severe Incident – Injuries (HPSI-I) investigations, tracking and documentation.

Knowledge and understanding of Health & Safety procedures and regulations as they apply Oil and Gas

General Project Management Experience, initiation, planning, execution, QA/QC and closing. Communications, reporting and scheduling.

Understanding of risk assessment and mitigation.

Effective people skills dealing with personnel at various levels and in a variety of functions.

Energetic change agent with the ability to challenge the organization in a manner that maintains trust and respect.

Ability to effectively manage a multi-disciplinary team.

Proficient technical and computer skills, including Microsoft Office suite.

Effective oral and written communication skills; ability to effectively present complex topics in a concise manner. Able to write and/or update programs, processes, and procedures as necessary professionally.

 

Responsibilities

 

Oversee a small team of employees to provide HSE Incident Investigation support and follow-through to Operations, Engineering and Construction, and other WES departments as needed in five states including Texas, New Mexico, Colorado, Wyoming, and Utah.

Successfully coordinate and collaborate with onsite leadership to perform critical and value-added investigations particularly pertaining to Severe Incidents and Injuries and High Potential Severe Incidents and Injuries (HPSI-I).

Continually evaluate and investigate where prudent, incidents, accidents, near misses, and other safety related events that could bare meaningful learnings.

Develop and maintain Safety Department Incident Action Tracker to actively manage issues and corrective actions.

Conduct frequent field visits to effectively perform incident investigations and verify corrective action implementation.

Leveraging Incident Lessons Learned, Action Tracker and Audits, assure corrective actions are taken by management and the general workforce to prevent similar future incidents.

Provide routine QA/QC on field generated incident investigations.

Provide Action Item verification, auditing, and reports to management on status.

Coordinate the development of effective training for management, field employees, and contractors regarding applicable incident driven changes to programs, processes, or procedures.

Assist in the development of HSE interventions in response to leading indicators.

Participate in risk assessments for high-risk tasks as needed.

Provide HSE input to the project work planning process.

Participate on the Western Midstream’s Incident Management Team for Emergency Response as required.

Establish clear goals, expectations, roles, and responsibilities for direct reports.

Provide leadership, guidance, and performance reviews for subordinates.

Other duties as assigned by the Manager CEM and HSE Support or VP HSE & Security.
