CLASS TITLE: HOUSING PROJECT COORDINATOR

The purpose of this class is work under the direct supervision of the Manager of Housing and the general supervision of the Community Development Division Manager, this position will assist in day-to-day operation of the housing activities. Will work closely with and assist potential clients with the application process in order to screen program applicants for housing assistance services. Will provide one-on-one assistance with information about the various housing programs. This class will provide oversight and general management for the Richland County Homeowner Assistance Program (RCHAP), Homeowner Rehabilitation (HR) Programs, and other grant programs as deemed necessary. This class will assist with Davis-Bacon Act and Section 3 requirements specific to assigned projects in the department. Will accept responsibility for assigned tasks and work in a coordinated and cooperative manner with other community development staff and other community development professionals.
ESSENTIAL TASKS" The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of class as necessary.
Oversee and implement Richland County Homeowner Assistance Program (RCHAP) which provides down payment assistance to eligible residents. Work includes monitoring RCHAP recipients on a regular schedule and preparing all required RCHAP reports in a timely manner to ensure program compliance with Federal and County regulations.
Oversee and implement Homeowner Rehabilitation (HR) Programs including Operation One Touch (OOT) and CDBG Rehabs minor home repair program. Responsibilities include conducting and ordering Housing Quality Standards (HQS) inspections, site specific environmental reviews, Lead Base Paint (LBP) hazard evaluations & clearance tests to facilitate the timely progress of the HR program, maintaining bidders list and contacting contractors on a rotating basis to solicit bids on HRP projects, processing payments and creating reports on a monthly basis.
Serves as primary contact with applicants for RCHAP and HR Programs. Assists applicants in completing applications for appropriate housing program to include addressing inquiries regarding program requirements. Maintains individual client list and application tracking logs for RCHAP and HR Programs.
Assembles and analyzes all documentation to screen potential applicants for participation in the County’s housing programs. This includes verifying credit, employment, income, tax history, and location of and title to property.
Disseminates information regarding other agencies or service providers to citizens in need to assist with issues related to property title defects, credit problems, or other housing related problems.
Schedules HQS inspections and if needed will accompany HQS inspector for final signatures on required forms.
Assist with contractor procurement process to include preparing bid packages, notifying contractors and clients of walk through and pre-construction meetings; assist with conducting bid openings, and maintaining bid tabulation sheets.
Assists Manager of Housing with organizing Housing Resiliency Committee meetings by compiling applicant review packages.
Makes arrangements for loan closings for HR Program and RCHAP clients. Prepares closing documents for clients, contractors, and the County representative signatures. Conducts or assist with closings.
At the direction of the Manager of Housing, or Division Head, assume administrative responsibilities for a variety of housing projects from implementation phase through closeout of completed projects as needed.
Provides each potential client with information concerning temporary relocation policies during the application phase and assist with coordination of these activities between client and contractor as needed.
Compiles and maintains complete, accurate, and orderly files related to individual housing program projects in accordance with U.S. Department of Housing & Urban Development (HUD) requirements and Community Development Policies and Procedures.
Assists with receiving, documenting, and resolving complaints from property owners and contractors that arise during housing projects.
Prepares the necessary internal reports of individual project status and loan program activity on a regular basis as required by the Manager of Housing.
Prepare for and attend program-monitoring visits conducted by the U.S. Department of Housing & Urban Development (HUD).
