The Office of Homeless Services (OHS) is seeking an experienced Housing and Homeless Services Program Manager* who is responsible for overseeing daily operations and performance across multiple shelter and housing programs. The role ensures alignment with County priorities, monitors program utilization, Homeless Management Information System (HMIS) compliance, and conducts onsite evaluations to maintain safety, quality, and contractual adherence. The position facilitates interdepartmental collaboration, manages relationships with contracted providers, and serves as a primary liaison during community and interagency meetings. Additional responsibilities include supporting contract compliance, ensuring accurate data and required reporting, analyzing program trends, and assists with resolving complex issues.
Key Responsibilities include but are not limited to:
Program Oversight and Operations
- Provide daily operational oversight for multiple County housing projects and initiatives.
- Ensure all programs operate in alignment with County strategic priorities.
- Monitor program performance metrics, bed/unit utilization, and HMIS compliance, consistent with coordination described during the HMIS Bed and Unit Inventory Demo.
- Conduct onsite support visits to evaluate program quality, safety, and adherence to contractual requirements.
Care Coordination Leadership
- Lead cross-department care coordination efforts with the Department of Behavioral Health (DBH) (AJI, PACE, LTC), Transitional Assistance Department (TAD), Community Development and Housing (CDH) Department, Office of Emergency Services (OES), the County's Chief Executive Officer (CEO), County Counsel, and provider partners.
- Oversee referral pathways, client transitions between programs, and ensure timely delivery of services to support client stabilization and successful exits to permanent housing.
- Ensure care coordination workflows are organized, documented, and updated.
Interdepartmental and Provider Collaboration
- Facilitate regular coordination meetings with county departments—including TAD, DBH, CDH, and OES.
- Build strong relationships with contracted providers operating shelters, residential programs, and supportive housing sites to ensure adherence to standards, reporting requirements, and performance objectives.
- Serve as primary liaison between OHS leadership and external organizations during community meetings and interagency collaborations.
Contract and Compliance Management
- Support oversight of contract performance and compliance with County policies, state regulations, and funding requirements.
- Collaborate with DBH, County Counsel, the CEO, and procurement teams.
- Ensure programs maintain required documentation, outcome tracking, incident reporting, and adherence to Housing First principles.
Data, Reporting and System Coordination
- Oversee HMIS data accuracy, monthly reporting, bed-inventory updates, and utilization tracking—mirroring coordination reflected during HMIS Bed and Unit Inventory Demo.
- Review provider reports, analyze program trends, and elevate issues needing departmental or executive attention.
- Ensure timely submission of required reports for state/federal grants, internal dashboards, and program monitoring.
Leadership and Team Support
- Provide guidance and support to OHS staff working across multiple programs.
- Coordinate internal OHS strategic planning sessions and cross-team alignment meetings.
- Offer coaching, problem-solving assistance, and help staff navigate complex client cases or provider issues.
