GIS Project Manager - Planning & Asset Management

Job Overview

Responsible for the management of highly complex planning data and analysis projects including mapping, demographics, graphics, and reports.  Determines and establishes the procedures, budget and supply expenditures, and work schedules for numerous planning, analysis, and mapping projects. Manages staff and Geographic Information Systems (GIS) consultants.

Ideal Candidate

The ideal GIS Project Manager candidate possesses a blend of technical GIS expertise, strong project management skills, and excellent leadership abilities, capable of managing projects, leading teams, and communicating effectively with both technical and non-technical stakeholders. The GIS Project Manager must have excellent problem-solving capabilities, prior Project Manager experience in the implementation of GIS or technology solutions, and the ability to work with a team of GIS resources. The candidate is responsible for ensuring quality control, successful project delivery, and client satisfaction.

Duties and Responsibilities

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

• Manage all Comprehensive Plan data for the four client governments and the Planning Commission.
• Analyze mapping projects for the four client governments and the Planning Commission.
• Collaborate directly with elected officials, local government staff and other agencies. Responsible for data analysis and maps for any requests from outside the four client governments.
• Manage special mapping project requests from County Commissioners. 
• Establish the scope and budget for all projects.
• Manage staff and consultants performing aspects of the project scope, mapping work, or technical development.
• Approve budget expenditures for consultant tasks.
• Manage quality control procedures and activities as the central point of review and control for all mapping changes to legally adopted planning layers.
• Schedule and supervise the data processing updates and manage the review and correction of data under the legal requirements of State Planning Law Chapter 163.
• Manage complex studies, data and analysis for special projects on planning topics such as analysis of vacant and developable land, opportunities for redevelopment, and environmental lands.
• Manage critical planning resources including the map library to store all the maps generated for the Comprehensive Plans and Community Plans. 
• Provide technical support and training for GIS procedures and capabilities. Performs other related duties as required.

Job Specifications

• Knowledge of best practices in Comprehensive Plan Map series management, development, and quality control.
• Knowledge of the four local governments, both geographically and specialized land uses implemented within each jurisdiction.
• Knowledge of the terminology used in Long-Range Planning related to the four Comprehensive Plans.
• Knowledge of management techniques.
• Knowledge of data analysis processes.
• Knowledge of GIS technology, cartography, and data management tools including ArcInfo, ArcMap and SDE.
• Skill in supervising the work of staff from multiple agencies.
• Skill in writing and presenting reports to upper management.
• Skill in controlling and managing large expenditures related to agency-wide projects and map generation. 
• Skill in communicating with citizens and elected officials.
• Ability to track and manage multiple projects.
