Position Overview

 

This position is accountable for the department’s regulated substances investigation and remediation program and the department’s environmental management system (EMS) program for regulated substances. This position provides leadership and expertise to the Geologic and Waste Assessment Unit staff, central bureaus, districts and, on occasion, other divisions and offices of the Illinois Department of Transportation (IDOT). This position is responsible for directing Phase I and II regulated substances investigation activities of the staff and statewide consultants assigned to manage and execute the work, and environmental compliance activities for the reduction of chemical waste generated and pollution prevention.

Essential Functions

• Directs the University of Illinois’ Preliminary Environmental Site Assessments (PESA) program with the Illinois State Geological Survey (ISGS).
• Directs the statewide Phase II consultants and associated contractors.
• Develops and maintains a process for investigating and evaluating the presence of regulated substances and for clearing projects for further transportation development.
• Directs development and execution of the department's Environmental Management System (EMS) for regulated substances in coordination with the affected offices and bureaus including central and district operations and Office of Chief Counsel as necessary, as directed by departmental policy D&E-30 and OPER-04.
• Provides technical expertise related to regulated substances.
• Meets with regulatory agencies associated with regulated substances [e.g., Illinois Environmental Protection Agency (IEPA), United States Environmental Protection Agency (USEPA), Illinois Office of State Fire Marshall (OSFM)] to resolve project issues and/or keep abreast of regulations of regulated substances.
• Serves on ad hoc committees/task forces and technical advisory groups to advance special/major projects and provides technical details as requested.
• Promotes the professional development of the Geologic and Waste Assessment Unit staff through training, evaluation, and motivation.
• Performs duties in compliance with departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
