Financial Program Analyst (Navy Programs)

Responsibilities
Noblis MSD is seeking Financial/Program Analysts to directly support US Navy programs. Responsible for programmatic support tasks including the development, maintenance and administration of program management tools utilized for scheduling, budgeting, resource management and project status. Program management support to coordinate tasks and projects, creation/maintenance of Plan of Actions & Milestones (POA&Ms), and financial tracking/reporting utilizing data from Enterprise Resource Planning (ERP) system. Create customized financial packages for program managers, task leads, and others. Financial support includes funding analysis, creation of program and task metrics/graphs, monthly expenditure charts and cost variance charts. Strong interpersonal skills needed to coordinate with multiple Program Managers along with multiple on-site customers.
While there will be an opportunity for a hybrid work schedule, candidates must be local to Philiadelphia to be able to visit clients on site at the Philadelphia Navy Yard.
Responsibilities Include:
- Manage and execute budgets in compliance with DOD guidelines, regulations and processes and ensure compliance with funding classification, spending guidelines and spend plan projections.
- Review and analysis of financials including budgets and reconciliation of issues and discrepancies.
- Interpret the technical data/information to determine applicability and importance of information for required database entries.
- Track data/information within the database, as well as provide action item tracking for the engineering program.
- Apply project management principles and practices, including EVM, in developing schedules.
- Provide program coordination and facilitation within the program engineering teams.
- Status gathering and reporting.
- Document formatting and editing.
- Development of presentation materials.
- Meeting coordination to include scheduling, preparation, minute taking and capturing action items.
Required Qualifications
- Bachelor’s Degree in Business Administration (or related discipline) and 3 or more years of related experience; Will also consider an Associate's degree and 6 years of relevant experience.
- Experience supporting Navy/DoD programs
- Strong proficiency using Excel for financial reporting and analysis (formulas, VLookUps, pivot tables, etc.)
- US Citizen and able to obtain a Secret Clearance
- Experience reviewing and performing analysis of financials including budgets and reconciliation of issues and discrepancies
- Experience reviewing and updating program financial records and schedules
- Experience performing meeting coordination to include scheduling, preparation, minute taking/capturing action item, and reporting

- Submarine Modernization Alteration and Requirements Tool (SMART) is a plus
- ERP experience a plus

- PMP a plus
