About the role

The Financial Controls Manager, within the Asset Management department is responsible for a broad range of quantitative and financial activities related to Asset Management. Those activities will focus on financial analysis, budgeting & contract management, program analysis and review and approvals for all Mixed Finance third party developments that are subsidized through Public Housing or RAD programs. This will include developing, reviewing, analyzing, and interpreting financial data and generating various reports for internal and external stakeholders. The position works closely with Asset Managers to addresses all incoming financial reports and audited financials for the purpose of calculating subsidy and reconciliations on a monthly, quarterly, and annual basis.

DUTIES AND RESPONSIBILITIES

  • Plan, review, direct, supervise and monitor progress of the annual property related budget process for third party owned developments and ensure that budgets are approved and circulated to owners no later than December 1st of each year (for the upcoming year). 
  • Review and escalate for signature all budgets that have been reviewed and approved by the Asset Manager.
  • Responsible for the compilation, review, discussion, and creation of monthly, year to date and annual budget to actual reporting. 
  • Final review of monthly, quarterly, and annual reconciliations for the Director’s final approval and subsequent routing to the Finance team for payment.
  • Analyze levels of Tenant Rent Reserve accounts to flag developments at risk of failure and make recommendations on subsidy adjustments and recapitalization to senior and executive leadership.
  • Prepare subsidy schedule for Mixed Income developments and tracking sanctions month-to-month for YE analysis that will tie directly to the annual reconciliation process.
  • Meet regularly with Asset Management team to review the Property Managers’ (PM’s) compliance and propose resolution to operating budget issues.
  • Develop and implement "value added" reports, process and procedures that will benefit the PAM division. 
  • Manage the requests for and the dissemination of financial Information to PAM division leadership with concurrence from the CFO’s office.
  • Complete other duties and provide necessary support as assigned. 

 

QUALIFICATIONS

This position requires a Bachelor's degree in Finance or Accounting and a minimum of five (5) years of financial analysis and budgeting experience. Knowledge of HUD rules and regulations & practical application in the areas of property operations, resident services and financial reporting practices and procedures Is required. Supervisory experience preferred but not required. Effective written, verbal, and Interpersonal communication skills are needed. Additionally, qualified candidates will possess strong analytical and problem-solving skills. Must be computer literate (I.e., Word, Excel, and Access, etc.). 

 

Salary Range: $105,000 – $110,000

Grade: S9

FLSA: EXEMPT
