DES is seeking an experienced and highly motivated individual to join our team as a Financial Analyst 3. This position provides financial expertise and serves as technical expert and consultant to the division's management teams regarding financial and budgetary matters.

The person in this role will possess an overall perspective on the financial operations of the division and department. They will monitor state legislative activities and assists in providing an analysis on programmatic and financial impacts. They will lead meetings and discussions with employees, ensuring staff meet performance and productivity metrics on schedule and of high quality. They will perform strategic analysis spanning multiple areas across the Division, as well as, completing complex assignments, developing and monitoring the workflow in their areas of responsibility.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Provide financial expertise to division management, programmatic management, and federal and other grantors on matters and federal regulations, federal reports, compliance plans and financial forecasts.
• Work in coordination to support the annual federal and state budget request process. Prepare management reports.
• Coach and mentor staff towards a continuous improvement culture that fosters daily improvement involving all team members.
• Develop and monitor the workflow in area of responsibility, comprehensive knowledge of operations of multiple administrations and programs.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Budget and state legislative process.
• Supervisory techniques and team Motivation.
• Principles and practices of business administration with special reference to organization, fiscal management, and budgetary control.
• Understanding of the requirements, characteristics, and cultural environment required for teams to operate effectively.

Skills In:
• Using a variety of computer software packages (e.g., Excel, Word, databases, Access, PowerPoint, Google Suite, etc.).
• Comprehension, analysis, interpretation, and reconciliation of complex financial data, including forecasts and projections.
• Organization and prioritization of multiple complex projects.

Ability to:
• Be an Innovative and strategic thinker.
• Lead, motivate and supervise staff.
• Set workflow priorities.
• Facilitate and lead meetings with executive level staff.

Selective Preference(s):

This ideal candidate for this position will have:

• Bachelor's degree from an accredited college or university in accounting, finance, economics, business, public administration, or related field.
• 2 years of experience managing budget/finances of a complex organization.
