Summary

New Business Development provides leadership in Save the Children’s efforts to achieve greater program results at scale through the successful pursuit of large and strategic US government development funding opportunities for Save the Children’s International Programs division. The Senior Director, Proposal Recruitment is responsible for full lifecycle management of the recruitment process including identifying, selecting, and securing dedicated senior leadership staff for US government programs (funding from United States Agency for International Development (USAID), United States Department of Agriculture (USDA), and Department of State (DOS), among others). As the head of a team of proposal recruiters, you will be responsible for standardizing and improving the recruitment process to ensure high levels of offer acceptance and strong performance against evaluation criteria for key personnel in proposal submissions. You will be a critical position to advance the agency's strategic growth; their actions will substantially contribute to Save the Children’s ability to competitively and successfully pursue and acquire funding, thereby increasing the agency's resource base for children.

What You’ll Be Doing (Essential Duties)

Proposal and Program Recruitment (70%) 

  • Serve as the Personnel Lead working to identify, select and secure key and non-key personnel who will direct and support donor-funded programs. This will be done in close partnership with Human Resources (HR) staff in international country offices to prioritize hiring local talent to the greatest extent feasible.
  • Work and collaborate with all members of the proposal team to prioritize staffing needs, managing several dozen recruitments at varying stages across the team.
  • Write job descriptions and advertisements to accurately reflect proposed roles.
  • Publish and provide guidance on how to interview and select candidates, with formatted questionnaires to lead discussions and capture quality responses during the interview stage.
  • Source, screen, interview and select strong candidates to present to hiring managers and interview panels for consideration.
  • Understand current People & Culture (P & C) policies and compensation structures while working closely and collaboratively with P & C to ensure consistency and competitiveness among other non-governmental organizations (NGOs). Support market analysis and benchmarking efforts to ensure compensation plans are competitive in the marketplace for international staff and within the Save the Children United States (SCUS) and Save the Children International (SCI) structures.
  • Regularly participate in negotiations with SC country- and regional-level stakeholders to ensure that exceptional candidates proposed as Key Personnel on priority bids may be presented competitive compensation offers.
  • Perform reference and background checks to ensure only candidates who meet or exceed SCUS and donor policies are proposed and hired.
  • Once candidates are selected, revise Curriculum vitae (CV) to highlight strengths and craft compelling statements and biographical summaries for personnel and staffing needs. Review, inform and contribute to compelling staffing plans as part of Save the Children’s proposals.
  • Stay current on existing United States Government (USG) trends and HR practices; maintain current information on candidate pipelines; and maintain relationships with top-tier talent in the marketplace to attract and retain well-qualified, professional candidates who are leaders in their field.

 Team  Management (15%) 

  • Develop, manage, and mentor proposal recruiters (two), ensuring recruitment team provides high-caliber recruitment support and deliverables.
  • Monitor proposal pipeline and oversee assignments and workload for team.
  • Train, develop, coach, lead, and supervise staff, clearly communicating organization, division and department priorities, and how their work contributes to our mission, ensuring that the working environment continually fosters diversity, inclusion, and belonging – supporting Save the Children values
