About the role

Job Summary

This position performs professional planning, administration, and coordination of projects and activities funded by Clark County and other public and private funders. The position will plan, monitor, evaluate, administer, and coordinate new programs and initiatives that will have a focus on building and strengthening integrated systems of care intended to serve individuals who have behavioral health disorders and are unhoused. This position will focus on bridging these systems together to help payors and providers troubleshoot and remove barriers in order to better serve the identified target population. This position will also be responsible to take a lead role in the implementation of pilot projects as assigned, serving as the conveyor, researcher, and facilitator of the daily operations to ensure success. The position is an administrative position but will be responsible to work with behavioral health, homeless, housing providers and other systems to create a more robust care coordination system that successfully helps people in the target population access needed services with the goal of moving them out of homelessness and into treatment on a pathway to stability and well-being. The person will be responsible to research and identify diverse funding sources to help leverage county resources to sustain systems of care to better coordinate between behavioral health and homeless crisis response system.

Key responsibilities include implementation of new programs and services that meet funding and outcome requirements based upon the source of funds; program development; technical assistance; research and analysis; report writing, provider relations, and contract management and compliance.
This position actively monitors and prepares reports to department and County leadership and other funding partner agencies on the progress and achieved outcomes of programs. Will be responsible to participate in any local and statewide meetings to better understand new legislation and programs being designed that will benefit our community as it relates to people that have behavioral health disorders and are homeless. Utilizes data to identify community needs, recommend program efficacy and highlight progress toward key performance measurements. The position will be responsible to work with providers and funders to problem solve issues, remove barriers and create capacity where needed to address gaps in services. It is expected that this position will spend a significant amount of time in the community with providers to strengthen collaboration and promote creative problem-solving. This position will need to research and help implement a more effective and robust care coordination tool working closely with providers to help problem solve issues.

The position may on occasion serve as a trainer and technical advisor to service providers regarding funding and program compliance and provide information and assistance to the public. This position will actively work with providers to implement principles using a diversity, equity and inclusion lens to ensure diverse and marginalized populations have access and are being served. Qualified candidates must have the knowledge, training and some experience in this area. Position is responsible to work with staff and providers to ensure implemented programs are culturally proficient to meet the needs of a diverse population.

Qualifications

Education and Experience: 

The successful candidate will likely have a Bachelor’s degree in public administration, social work or a closely related field and at least two years of experience in public sector contract or program management especially working with behavioral health programs with a focus on serving people that are homeless or have housing instability issues , grant administration, project management or a related field. Degrees must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts will be required at the time of hire.
