Job Details:

Assists in the management of all department services and activities including the development and implementation of departmental goals, objectives, policies, priorities and managing and directing comprehensive Human Resources programs. Assists in the planning, directing, managing, and overseeing the activities and operations of the Human Resources Department specifically related to employee services programs. Coordinates assigned activities with other departments and outside agencies and provides administrative support to the Human Resources Director.

ESSENTIAL JOB FUNCTIONS:

  • Manages, plans and directs the programs and activities specifically related to key functional areas of benefit administration, which include but are not limited to employee benefits programs such as retirement, medical, pharmacy and other related health programs, health and wellness programs, ancillary employee benefit programs, and voluntary supplemental programs for City employees.

  • Provides direct oversight and actively monitors the City's Healthcare Fund, the City’s contracted health and wellness clinics, the City's contracts with the City's third-party providers of healthcare, healthcare administration, health and wellness clinics, ancillary benefits, retirement plans and programs and benefits/retirement consulting. Oversees and participates in performing market cost/benefit analysis; prepares and reviews request for proposals (RFPs) and maintains selected vendor relationships ensuring contract compliance and quality services to include the preparation and presentation of staff reports and other necessary documentation.

  • Manages the relationship for the City's 401(K) and 457, TMRS and PST-DIP retirement plans and assists in Retirement Committee functions. Works with vendors and consulting representatives in designing employee communications and training.

  • Serves on numerous internal and external committees and represents and acts as a professional resource for the Human Resources Department, City management staff, other city departments, elected officials, outside agencies, and organizations as required.  Must be able to explain, justify and defend department programs, policies and activities and resolve sensitive issues in the Employee Services area.

  • Selects, trains, evaluates, motivates and supervises staff who work in the functional areas of the Employee Services (Benefits) division.

OTHER JOB FUNCTIONS:

  • Function as department head in absence of the Human Resources Director.

  • Participate in the development and administration of the department budget.

  • Respond to and resolve citizen and employee inquiries and complaints.

  • On a nontypical basis, may perform other additional duties not listed in this description that are in alignment with the scope of essential job functions.

MINIMUM QUALIFICATIONS

Knowledge, Skills, and Abilities Required:

  • Knowledge of operations, services and activities of a comprehensive human resources program.

  • Knowledge of a broad scope of employee benefit programs including, but not limited to, retirement, medical, pharmacy, and health and wellness programs.

  • Knowledge of principles and practices of human resources management and administration.

  • Knowledge of pertinent Federal, State, and local laws, codes, and regulations.

  • Skill in communicating conceptual or informative ideas to others in written and oral form and influencing opinion, attitudes, or judgments.

  • Skill in selecting innovative solutions to identified challenges.

  • Skill in investigation and determination of facts or questionable information.

  • Skill in developing effective reports, correspondence, presentations, etc.

  • Ability to establish and maintain effective relationships with a variety of individuals both internal and external to the organization (i.e., co-workers, managers, citizens, council members, vendors, etc.)

  • Ability to read, interpret written reports and documents such as government regulations and court cases/decisions.

  • Ability to work under limited supervision, performing research and project work.

  • Ability to establish key performance indicators (KPIs) and data analytics relative to Human Resources operations.

  • Ability to develop strategies and effectively implement programs.

  • Ability to select, train, plan, organize, direct, coordinate monitor and evaluate the work of subordinates to accomplish departmental objectives.
