BACKGROUND

Purpose of Activity/Assignment: 

Support Programme Group’s OMP Submission.

Scope of Work:

PG Senior Management will Guide the OMP development in line with the organizational requirements and shifts emanating from UNICEF Executive Management Fora, SP Governance Mechanisms, the GMT, the Executive Board, donor engagements, etc.

The consultant will work closely with the OMP drafting team under the leadership of the Deputy Director and the Chief of Strategic Operations. 

Profile of the Consultant

The consultancy work will require strong competency in Strategic Planning with Rights based Planning and RBM expertise, global level experience with planning for UN or UNICEF, needing minimum supervision, able to collaborate and work well with people and teams, good writer.

Subject to availability of funds, this consultancy contract may be extended to include implementation of PBR deliverables, through December 31, 2025.

The objectives of the OMP consultant will be to consolidate PG OMP including the following:

i)          Provide advice to the Senior management on the OMP process

ii)         Draft the Risk Management component of the OMP document

iii)        Light review of PG’s OMP 2026 – 2029 contribution to the new Strategic Plan.

iv)        Review and advise on draft papers from CoE design team and others

v)         Key strategic collaborations with the other UNICEF evidence functions, OOI and design team CoE.

vi)        Review and advise on PG Budget envelopes, Results Framework and Staffing structure submissions

vii)       Light review of draft OMP narrative

viii)      Review of PBR required documents

Methodology

The Review should include a methodology suitable to the scope of work, including, but not limited to, the following:

i)          A Desk Review of existing documents including SP background documents,

ii)         Meeting with internal PG stakeholders such as Global Technical Directors and other  HQ Divisions as required

iii)        Analysis leading to appropriate PG priorities and OMP 2026 – 2029

iv)        Review of the Results Framework 2026 – 2029 

Terms of Reference / Deliverables

Provide strategic advice and review  

  • Advise senior management on the OMP process and review PG Budget envelopes, Results Framework, Staffing structure submissions, and draft OMP narrative.
