Job Description:

What do you know about the Nebraska Department of Agriculture? The Department is a very diverse agency with approximately 26 different cash accounts, approximately 14 federal funds and performs similar accounting/budgeting duties for seven commodity board agencies. We are 90% regulatory and 10% promotion with 4 focus areas Food Safety Consumer Protection, Animal Plant Health Protection, Supervision, an Promotion.
The individual in this position will work with other staff to facilitate, coordinate, and administer important deadlines and reimbursements for federal activities in the Department. This position is the primary contact and administrator of all federal grants for the Department and manages applications for additional grants. Majority of federal funds received by the Department are used for internal operations including LFFM, USDA Animal Cooperative Agreement, AFRPS, MFRPS, FIFRA, and NADPRP with additional funding for RFSI, Produce Safety, plant surveys, and many more.

Job Duties: Plans audit procedures and reviews budgets to ensure the efficient use of funds; recommends appropriate fiscal corrections or changes for consideration by the program manager. Communicate effectively with co-workers, program managers, grant recipients and Federal counterparts. Draw federal funds down from EzFed and other grant management systems. Complete quarterly and annual financial and performance reports to required Federal agencies. Plans and participates in various phases of the grant management process, such as the application, monitoring, and budgeting of funds to ensure rules and regulations are complied with. Prepares special reports as requested by agency management to monitor grants and to examine compliance with appropriate statutes, rules, and regulations. Provides technical assistance to other agency staff in proposing projects and developing legal and financial support documents to ensure guidelines and deadlines are met. Support and fill in for other general accounting and finance roles as needed.

Requirements / Qualifications:

Minimum Qualifications: Bachelor’s degree in grants management, business administration, public administration, accounting, budgeting, OR related fiscal field, and four years experience in grant management, contract administration, accounting, budgeting, OR other fiscal related areas of work. Additional years of experience in the area listed may substitute for the required education, on a year-for-year basis.

Other: Regular and Reliable attendance is required.


 

Knowledge, Skills and Abilities: Knowledge of Federal and State Regulations, and grant management. Proficient with MS Office, specifically Microsoft Excel. Effectively communicate to explain complex information to various audiences. Ability to manage time and competing priorities. Ability to learn and apply the principles and concepts of specific agency programs, policies, and operating details to managing grant-funded programs.
