Job Description

Under the direction of the Assistant Director, the Data and Performance Manager will oversee the Data and Performance team that supports data-driven decision-making and process improvement within the Department. The position manages a team of analysts who conduct data reporting and analysis, develop and track performance measures, manage business intelligence tools, manage GIS data, and facilitate process improvement activities. The Data and Performance Manager ensures data is accessible and utilized for continuous improvement, and is expected to exercise sound judgment, work independently, and take initiative. The Manager is expected to have or develop a deep understanding of the Department’s data systems and lead collaborative efforts to make permitting and code enforcement more efficient, effective, ethical, and equitable.

The ideal candidate will have: an understanding of contemporary tools available and standard methodology for collecting, managing and analyzing data from a variety of sources to enable the department to engage in strategic planning and business analytics; strong analytical skills; project and time management experience within a complex governance system; and the ability to incorporate problem solving, critical thinking and tactical execution into their daily work. 

Important and Essential Duties:

  • Collaborates with leadership and senior managers to align the Data & Performance team workplan with departmental goals;
  • Represents the department in IT and data system modernization activities;
  • Facilitates quality improvement training and activities to foster a culture of continuous improvement; 
  • Directs the strategy for dashboarding solutions, including setting design standards, managing protocols for publication and distribution of content, and ensuring meaningful data exploration for internal and external stakeholders;
  • Advises on departmental strategies for data sharing with other City departments and external sources to support operations and transparency;
  • Manages complex analyses and modeling to support the planning, reporting, and continuous improvement within the Department;
  • Prepares clear, comprehensive data analysis reports, including logical and coherent data-driven policy recommendations for senior management and other stakeholders, outlining findings, and at times, making formal presentations;        
  • Leads detailed and comprehensive studies, surveys, and other evaluative processes to analyze existing and proposed administrative, management, program, and organizational needs, systems, functions, policies, and procedures;  
  • Analyzes and evaluates the effect of highly complex and sensitive existing, newly enacted, and proposed legislation, regulations, code changes, and memoranda of understanding for policy and financial impact on the department; 
  • Responds to informational requests, including those of a highly sensitive nature; 
  • May represent the department to the Mayor's Office, Board of Supervisors, Controller's Office, other City officials, outside agencies, or the general public; 
  • Performs related duties as required.

Knowledge, Skills, and Abilities:

  • Knowledge of: principles and techniques of governmental organization and management: application of statistical and other analytical; methods and techniques of data collection and analysis; specialized analytical software, including R/Python, SQL, ArcGIS, and PowerBI; applicable local, state, and federal laws and regulations affecting departmental operations; quality improvement tools like Lean and Six Sigma; and principles involved in the development and implementation of complex systems and procedures.
