About the role

Works on multiple projects and/or programs in support of varying government contracts, including general project oversight in the absence of the Project/Program Manager. Responsible for executing contract deliverables and project tasks. Uses source data to evaluate the effectiveness of programs and business processes. Typically works on multiple complex projects or one large program.

 

ASM Research provides services in support of the Military OneSource Program for military members and their families, similar to a commercial Employee Assistance Program (EAP). This program provides a broad array of information, resources, referrals, and counseling to about 4.7 million persons or “participants,” which includes military service members, their families, and eligible civilians at locations worldwide. Services are provided through a 24/7 contact center accessible via internet website, toll free telephone, secure real-time text/video chat, email, or postal mail and include non-medical counseling; financial counseling; tax assistance; spouse education and career information; adoption information; child care; Exceptional Family Member Programs (EFMPs); deployment support; disability information; elder care; educational services for adults, children, and youth; relocation services; pet care; health and wellness coaching; housing assistance; legal service referrals; single service member services; lodging; military benefits; relationship support; skill building services for parenting; spouse relocation and transition; peer-topeer
support; and support for everyday issues (e.g., locating a plumber or automobile mechanic).

 

The Program Analyst performs a variety of project administration support services involving data review, reporting, project coordination, budget review, and other related duties in support of the Military OneSource Program.

 

Job Responsibilities

  • Performs analysis of budgets and schedules needed to meet contractual/project requirements for assigned portions of the program.
  • Prepares reports of findings and recommendations to management.
  • Develops and implements fiscal operating policies and procedures.
  • Ensures compliance with government and/or contractual requirements.
  • Completes all required financial reporting data fields using SAM.gov in accordance with the contractual requirements.
  • Analyzes financial information to produce forecasts of business, industry, and economic
    conditions for use in making financial decisions.

Minimum Qualifications

  • Basic Computer Skills Required? Yes
  • US Citizen and fluent English speaker
  • Must submit to and successfully pass a DoD-initiated Tier 2 - Public Trust Background Investigation
  • Bachelor's degree with 10 years of project/program analysis experience (four years of additional work experience may be considered in lieu of the Bachelor’s degree)
  • Solid working knowledge of standard computer software (Microsoft Office business suite to include Outlook, Word, Excel, PowerPoint, and Project).

  • Must be detail-oriented.
  • Excellent organizational and task management skills. Must demonstrate the ability to work under strict deadlines.
  • Strong experience interfacing with government customers to understand, interpret, and analyze requirements. Experience working on government contracts is strongly desired.
  • Strong qualitative and quantitative analytical skills. Must exhibit excellent problem-solving and decision making skills.
  • Must be capable of working in an environment that is demanding, sometimes stressful and requires independent thinking with minimal direct oversight by senior management.
  • A polished, professional demeanor with excellent interpersonal skills. Exceptional verbal, written and presentation skills.
  • Must have strong MS Office, to include Project and SharePoint, skills.
  • Proficient use of Microsoft Visio or other diagramming tools.
