Position Description
Serco is excited to continue support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.
Our Senior Program Analyst, located in Crystal City, Arlington, VA, and provides program management support to the Chief of Staff, Deputy Director, and Director F-35 Propulsion Program Management Office (PMO) within the F-35 Joint Program Office with the purpose to integrate the activities of the F-35 Propulsion PMO teams to minimize gaps and seams in program execution. Assure all Propulsion PMO planning is fully integrated with overall program effort and that of other participating services, agencies, and countries as applicable. Monitor and track status on Program Management Office (PMO) Action Items. Assist in coordination and delivery of information and capabilities briefing for program management reviews and presentations. Develop presentations on program status, accomplishments, and progress to all levels of DoD, JPO Governance Forums, and industry. Provide strategic guidance to produce critical outcomes for program success. Supports the Chief of Staff and Deputy Director, Propulsion PMO and other Propulsion PMO senior leaders on matters internal and external to the Propulsion PMO. This duty requires initiative and the ability to work independently given strategic guidance to produce critical outcomes for program success.
The Senior Program Analyst will attend Program level briefings and meetings internally and externally as directed by the Director, Deputy Director, and Chief of Staff of the Propulsion PMO as their designated representative. The Senior Program Analyst shall ensure detailed feedback is provided to each as well as passing along tasking given during the briefing or meeting. When the Senior Program Analyst cannot resolve an issue, the Senior Program Analyst will develop and recommend courses of action to the Propulsion PMO senior leadership team that will satisfy the Enterprise’s critical objectives and priorities. Develop and prepare a variety of correspondence and other documentation (i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, awards, etc.) as tasked by the PMO leadership.
You will be part of a dynamic team of F-35 JPO Program Analysts and Program/Project Managers who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.
This is a Hybrid/Telework position.
In this role, you will:
- Assist Propulsion Program Management Office (PMO) to collect, complete, organize, and interpret technical data and financial information relating to propulsion acquisition and product programs.
- Assist Propulsion PMO in continuous Improvement and Cost Savings/Affordability Initiatives. This includes:
- Monitor system performance for assigned systems and sub-systems.
- Propose and submit initiatives.
- Formulate and develop innovative support concepts which minimize cost while maintaining aircraft availability.
- Assist Propulsion PMO in tracking program/project status, costs, technical performance, contract performance, schedules, and risks. This includes:
- Facilitate Integration with Partners and Foreign Military Sales (FMS) Customers, and other PMOs.
- Develop and Maintain Integrated Program Schedules (IMS).
- Analyze and understand budget execution and Earned Value Management (EVM) for assigned contract Work Breakdown Structure (WBS) elements.
- Understand, report, and mitigate weapon’s program risks.
- Maintain the technical baselines for assigned systems and sub-systems.
- Uses data driven performance metrics for F-35 enterprise decisions and awareness.
- Support contract RFP development and proposal evaluations.
- Monitor and track status on JPO Governance Action Items.
- Assist in reporting periodic and comprehensive assessments and evaluations of Country program goals and objectives that will provide a basis for long-range planning to improve F-35 Program management.
- Assist Propulsion PMO in serving as propulsion system integrator for the F-35 Air System.
- Assist Propulsion PMO in managing propulsions systems risks.
- Assist Propulsion PMO in sustaining engines for U.S. Services, Partners, and FMS customers.
- Assist Propulsion PMO in managing production out of three assembly plants.
- Assist Propulsion PMO in managing workflow and coordinates between Partners and FMS, other PMOs, Functionals, and Industry as tasked. This includes:
